SR-901-001-04 (6) Council Meeting: March 14, 2006 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Contract Amendment for Castle Breckenridge Management for Property Management Services at the City Owned Mountain View Mobile Home Park Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a contract amendment with Castle Breckenridge Management for property management services at the City owned Mountain View Mobile Home Park for an additional one year period with a one year renewal option incorporating a Consumer Price Index (CPI) provision. Background In February and April 2004 a Request for Proposals (RFP) to provide property management services at the City owned mobile home park was sent to ten firms with appropriate property management expertise. After review of the proposals submitted, it was determined that Castle Breckenridge Management was the best qualified firm based on experience, track record, capacity, and pricing. The City subsequently entered into a professional services contract with Castle Breckenridge on March 3, 2005, for an amount not to exceed $42,000 per year. Discussion Given the complexities of mobile home park operations, and anticipated infrastructure upgrades during the next few years, staff believes it is in the best interests of the City to maintain organizational continuity at the Park. Staff recommends that the contract between the City and Castle Breckenridge be extended for an amount not to exceed $42,000, and a CPI provision be added to adjust the contract should the renewal option be exercised by the City. Budget/Financial Impact Funds are available at account # 01264.533220. Recommendations Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract amendment with Castle Breckenridge for a one year extension, with a one year renewal option at the discretion of the City Manager or his or her designate and incorporate a Consumer Price Index (CPI) provision.
