SUBJECT: Professional Services Agreement for the Pier Central Restroom
Replacement Project
Introduction
This report recommends that the City Council authorize the City Manager to negotiate
and execute an agreement with AZ Architecture Studio, Inc., to provide architectural
and engineering services in an amount not to exceed $248,000 for the design of the
Pier Central Restroom Replacement project. This project includes replacing the existing
inadequate restrooms with a new larger restroom facility, new commissary and storage
areas for vendor carts, a retail kiosk and Pier structure upgrades to support the new
restroom facility.
Discussion
The Santa Monica Pier is one of Southern California's premiere attractions, drawing
over 3 million visitors annually. As visitors have increased over the years, the central
pier restroom facility has become inadequate in size, deteriorated beyond practical
maintenance, and is in need of replacement.
On November 3, 2003, a Request for Proposals (RFP) was issued, to hire a design
team to provide architectural and engineering design services. On December 1, 2003,

two proposals were received in response to the RFP. A selection committee composed
of staff from the Civil Engineering and Architecture and the Economic Development
divisions reviewed the proposals. Both firms were invited to make individual
presentations to the committee. The selection criteria included the firm's understanding
of the project's scope, direct experience on similar projects, approach to the work,
technical competence, qualifications of the proposed staff, and the ability to meet the
desired time frames. Based on all of these factors, the selection committee
recommended AZ Architecture Studio, Inc.
AZ Architecture Studio, Inc., has successfully completed the design of beach restroom
facilities for the City of San Diego and is familiar with considerations when designing
restrooms in active coastal environments. References confirmed that the firm's work
was completed in a timely and cost-efficient manner while maintaining consistent
quality.
Concept Desiqn
In March 2004, through a requisition process, staff authorized AZ Architecture Studio to
proceed with providing preparing concept designs for replacing the central restroom
facility. The concept design process included meetings with the Pier Restoration
Corporation (PRC), Pier users, merchants, and City Staff. During this process, other
Pier needs were identified including a need for commissary space, vendor cart storage
area, and storage for the modular stage and chairs used for the Twilight Dance Series
and concerts.

The PRC requested that the architect develop an architectural design that was both
whimsical and pedestrian friendly. On November 3, 2004, the PRC approved one of
three concepts proposed by AZ Architecture Studio. The design (see Attachment A)
includes a new structure that houses a central restroom facility and retail space facing
.
the main pedestrian walkway on the Pier. The design includes a curved roof that
mimics the roller coasters at Pacific Park. The existing central restroom area will be
converted to a vendor cart storage space; the rear portion of the existing bike rental
shop will be converted into a commissary where food carts can be stored and cleaned
in accordance with health department requirements; and a new storage area will be
created for stacking and storing the modular stage system and chairs. This project also
includes structural upgrades to the Pier decking, stringers, beams and pilings in order to
support the new above deck structures.
Final Desiqn
AZ Architecture Studio, Inc., and their team of engineers have successfully completed
the concept design for this project. This staff report recommends AZ Architecture
Studio, Inc., to complete final design services including design development,
construction documents, as well as all architectural and engineering designs and
specifications required to obtain a building permit and obtain construction bids for the
Pier Central Restroom Replacement project.

Funds in the amount of $248,000 are available In account C300934.589000 "Pier
Central Restroom Replacement Project."
During the Fiscal Year 2005-06 budget process, the City Council approved funding for
completing the design and construction of the central Pier restrooms based on the
approved concept design. The current budgeted funds for the project total $1,839,981.
Current cost estimating for the construction phase of the project indicates that the
project may exceed the approved budget by approximately $740,000. These estimated
cost increases are due to significant general construction cost increases that have
occurred and are continuing to occur as the design phase is completed. Additional
funding for the project will be considered as a part of the City Manager review process
for requested FY 2006-2007 CIP projects in the General Fund. If additional funding
cannot be allocated as a part of the Proposed FY 2006-2007 Budget, Council will be
apprised of the potential impacts on the project scope from the anticipated shortfall.
Recommendations
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a professional services

agreement with AZ Architecture Studio, Inc., in an amount not to exceed
$248,000 to provide design services for the Pier Central Restroom Replacement
project.
2. Authorize the City Engineer to issue any necessary modifications to complete
additional work within budget authority.
