SUBJECT: Approve Resolution to Change the Project Director for the
Proposition 40 Grant for the Wilshire Dry-Wet Weather Runoff
Diversion and Best Management Practice Project
Introduction
The current resolution allows for only the City Manager to be the Project Director.
This report recommends that the City Council approve a resolution allowing the
City Manager to designate another staff person to be the Project Director for the
Wilshire Dry-Wet Weather Runoff Diversion and Best Management Practice
Project.
Background
On September 9, 2003, the City Council approved a staff report and resolution to
negotiate and execute a grant agreement and to accept a State Proposition 40
grant for the Wilshire Dry-Wet Weather Runoff Diversion and Best Management
Practice Project to reduce urban runoff pollution.
Discussion
The original resolution designated the City Manager as the sole person, i.e.,
Project Director, for the grant agreement and for signing of reports and invoices,
and did not include the phrase ?or his/her designee? to allow for a simple change

in Project Director. This staff report includes a resolution to allow for the
designation of other City staff to be the Project Director through a letter sent by
the City Manager to the State.
Budget/Financial Impact
The recommendation presented in this report does not have a budget or financial
impact.
Recommendation
Staff recommends that the City Council adopt the attached resolution authorizing
the City Manager to designate another City staff person to be the Project
Director.
