SR-417-007 (39) Council Meeting: January 24, 2006 Santa Monica, California To: Mayor and City Council From: City Staff Subject: Professional Services Agreement with Pugh+Scarpa Architects for Preparation of Plans for Façade Improvements for Parking Structure Nos. 2, 4 and 5 and Painting of Parking Structure Nos. 1- 6 Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Pugh + Scarpa Architects, Inc., in an amount not to exceed $107,000, for design and architectural services for the preparation of plans for repainting Parking Structure Nos. 1-6 and façade improvements for Parking Structure Nos. 2, 4 and 5. Background The City?s Capital Improvement Budget for FY 2006 includes a total of $2,150,000 to repaint Parking Structure Nos. 1-6 and to make façade improvements to Parking Structure Nos. 2, 4 and 5, the three parking structures that are receiving seismic upgrades. Discussion Parking Structure Nos. 1-6 in the Bayside District are prominent, visible facilities that give visitors a first impression of the area. The Downtown Parking Program Task Force recommendations, conceptually approved by the City Council on April 9, 2002, call for the demolition of Parking Structure Nos. 1, 3 and 6, construction of additional parking, and the renovation and seismic upgrading of Parking Structure Nos. 2, 4 and 5. While three parking structures are slated for demolition, the demolition is still several years into the future, and in the meantime, all six parking structures are in need of repainting. In addition, the three structures that are being seismically upgraded have exteriors that look dated and would benefit from façade improvements to enhance their appearance. Façade Improvements to Parking Structure Nos. 2, 4 and 5 In summer 2005, staff retained consultant services to prepare concept drawings that showed what kind of improvements could be made within the amount budgeted. The Bayside Parking and Traffic Committee reviewed these concepts at its meeting August 11, 2005. Among the Committee?s suggestions was that ndth the project be coordinated with the 2 and 4 Street Streetscape and Pedestrian Improvement Project, and in particular, coordinate with the public artist who was ndth working with the 2 and 4 Street Project design team. Repainting Parking Structures Painting public facilities is a maintenance issue that does not require discretionary review, but staff recognizes that any change from a solid, neutral color should receive public review. In addition, staff felt that the façade improvement project offered an opportunity to use color in a coordinated manner and that the architect who would be preparing the façade improvement plans might want input into how the other three structures were to be painted. Staff intends to seek Architectural Review Board (?ARB?) input on the recommended color palette at the same time it submits to ARB the façade improvement concept plans. The painting palette and façade improvement plans would also be presented to the Bayside Board for their input and recommendation. Architectural Services Beginning in mid-September 2005, staff distributed a Request for Proposal to six architects. The scope of services included designing plans for façade improvements on Parking Structure Nos. 2, 4 and 5, coordinating with the public ndth artist for the 2 and 4 Street Project, and preparing a color palette for all six downtown parking structures that would be presented to ARB at the time the façade improvement plans are reviewed. A selection committee of staff from Environmental and Public Works Management, Planning and Community Development, Redevelopment, Community and Cultural Services and the Resource Management Department reviewed proposals from Berliner and Associates, AZ Architectural Studio and Pugh + Scarpa Architecture. The selection committee reviewed the firms? technical competence, staffing capability, design and plan development strength, approach to the work; quality control, cost, the abilities for project management and understanding of the project. Based on its review of the proposals, the committee recommends Pugh + Scarpa Architecture for this assignment. Projects performed by Pugh+Scarpa Architecture include: Colorado Court at 502 Colorado Avenue (100% energy neutral building), Electric Vehicle Charging Station at Santa Monica City Hall, Santa Monica Visitors and Recreation Center ? Palisades Park (renovation of existing senior center, camera obscura building and addition to the new visitors center), and a project for ?Step Up on Fifth? that includes 46 unit single room occupancy units and underground parking, as well as mixed-use projects in other communities that include parking structures. Budget/Financial Impact The recommended contract amount for Pugh+Scarpa Architecture is $107,000, . Funds are available in account C770776.589000. Recommendation Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Pugh + Scarpa Architects in an amount not to exceed $107,000 for design and architectural services for façade improvements to Parking Structure Nos. 2, 4 and 5 and preparation of a painting palette for Parking Structure Nos. 1-6.
