Resolution Expanding Preferential Parking Zone LL to Include Franklin
and Berkeley Streets between Wilshire Boulevard and Lipton Avenue and
Amending City Council Resolution 9344 CCS
Introduction
This report recommends expanding Preferential Parking Zone LL to include the 1100
blocks of Franklin and Berkeley Streets between Wilshire Boulevard and Lipton Avenue.
Currently, Zone LL includes only the 1100 block of Centinela Avenue.
Backqround
Residents of the 1100 block of Franklin Street between Wilshire Boulevard and Lipton
Avenue have submitted a petition signed by 75 percent of the homes on the block
requesting preferential parking. This block consists of single family residences, and
currently has two-hour parking restrictions, 9am-6pm Monday-Saturday, as does the
1100 block of Berkeley Street (one block west). No one, including residents, may park
for longer than two hours. Zone LL currently exists to the east on the 1100 block of
Centinela Avenue. It was created in 1998 with restrictions stating: ''Two-hour parking,
9am-6pm Monday-Saturday, except by permit." The residents on Franklin Street want
to change their restrictions from straight two-hour parking regulations to "two-hour
parking, except by permit" regulations that are identical to the preferential parking
restrictions that exist in Zone LL on Centinela. One-block preferential parking districts

north of Wilshire also exist to the west on the 1100 blocks of Stanford (created in 1986)
and Yale Streets (created in 1993). See Attachment B, Vicinity Map.
Discussion
The commercial district on Wilshire Boulevard necessitated parking restrictions that
exist in this neighborhood. Since there are already two-hour parking restrictions on this
block, there would be no spillover created by preferential parking. Thus, no study is
required to process this petition. Customers and guests of businesses on Wilshire can
continue to park for two hours with preferential parking. Implementing preferential
parking on the 1100 block of Franklin Street allows residents and guests with permits to
park on the street for longer than two hours. In addition, staff recommends that the
Council pre-approve preferential parking restrictions on the 1100 block of Berkeley
Street, so that if residents of Berkeley decide to change from their current two-hour
restrictions to two-hour preferential parking restrictions, staff can implement this request
without returning to Council. Nothing will change on the 1100 block of Berkeley unless
residents submit a petition representing at least two-thirds of the residential units on the
block.
Community Input
Residents, owners and business owners in the immediate area (1100 blocks of
Centinela, Franklin and Berkeley Streets and Wilshire Boulevard between Stanford and
Centinela) were invited to attend a neighborhood meeting in October 2005 to discuss
preferential parking restrictions. Three residents attended the meeting. Attendees had
signed the petitions, and were in favor of changing the straight two-hour restrictions to

preferential parking restrictions. They stated that sometimes they and/or their vistors
received tickets when inadvertantly parking on the street for longer than two hours
between the hours of 9am and 6pm, especially on Saturdays. No residents attended
from Berkeley Street, and there were no representatives from any businesses on
Wilshire Boulevard.
Recommendation for the 1100 blocks of Franklin and Berkelev Streets
Staff recommends granting the petition on Franklin Street as requested by 75 percent of
the residents. Staff also recommends pre-approving the same restrictions on Berkeley
Street. The following expanded regulations are recommended for preferential parking
zone LL:
1) Two-hour parking between 9 a.m. and 6 p.m. Monday-Saturday, except by permit
on:
. Centinela Avenue, Franklin Street and Berkeley Street between Wilshire
Boulevard and Lipton Avenue
CEQA Analvsis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 ( c ) which was recently amended to define Class 1 exempt projects in
the following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency's determination. . ." This exemption
lists as an example of "existing facilities:" "( c ) Existing highways and streets,

sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential
parking zones involve only the issuance of permits for the use of an existing public
street and include negligible or no expansion of this existing use.
BudQet/Financiallmpact
It is estimated that area residents in the proposed zone will purchase approximately 60
permits at $15.00 per permit. This will generate approximately $900 in revenue in FY
05/06 and in subsequent years in account 01415.400290.
Recommendation
It is recommended that the City Council: approve the attached resolution expanding
Preferential Parking Zone LL and amending Resolution 9344 CCS (Resolution of the
City Council of the City of Santa Monica Re-Establishing Various Preferential Parking
Zones) by replacing Exhibit A.
