SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Management Team Associates
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Management Team
Associates (MTA). MTA is comprised of the City?s management employees, most of whom
are division heads.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Management Team
Associates expired on June 30, 2005. Per the terms and conditions of that MOU,
negotiations with MTA for a successor MOU commenced and resulted in a new agreement
that has been ratified by the membership of MTA.
This agreement is a two-year contract from July 1, 2005 through June 30, 2007. The
agreement provides for a cost of living increase of 4.0% for FY2005-2007; provides for a
cost of living increase for FY2006-2007 based on the Consumer Price Index (CPI) for the

Los Angeles-Riverside-Orange Country area, with a 2% minimum and a 4% maximum;
increases management incentive pay from twenty (20) hours per quarter to thirty (30)
hours per quarter to differentiate the benefits received by MTA employees from those
received by their subordinates; increases the tuition reimbursement benefit to encourage
MTA employees to further their education; and makes minor non-economic changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2005-2006 is $90,000. Provision was made
in the FY2005-2006 budget to accommodate the results of negotiations with bargaining
units and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the new Memorandum of Understanding with the Management Team
Associates.
