SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Administrative Team Associates
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Administrative Team
Associates (ATA). ATA is comprised of the City?s professional and administrative
employees.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Administrative Team
Associates expired on June 30, 2005. Per the terms and conditions of that MOU,
negotiations with ATA for a successor MOU commenced and resulted in a new agreement
that has been ratified by the membership of ATA.
This agreement is a two-year contract from July 1, 2005 through June 30, 2007. The
agreement provides for a cost of living increase of 4.0% for FY2005-2006 and a cost of
living increase for FY2006-2007 based on the Consumer Price Index (CPI)for the Los

Angeles-Riverside-Orange County area, with a minimum of 2% and a maximum of 4%;
increases the tuition reimbursement benefit to encourage ATA employees to further their
education; enables the City to offer a signing bonus for positions determined by the City to
be hard to fill (e.g., Senior Plan Check Engineer) and makes some minor non-economic
changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2005-2006 is $211,000. Provision was
made in the FY2005-2006 budget to accommodate the results of negotiations with
bargaining units and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the new Memorandum of Understanding with the Administrative Team
Associates.
