SR-850-005-01 (33) EPWM: \Share\STAFF REPORTS\FY 05-06\1_10\MainLibrary.doc Council Meeting: January 10, 2006 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Modification to Professional Services Agreement for the Main Library Project Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a modification to Agreement 8328 (CCS) with Engineering Economics, Inc., in an amount not to exceed $30,510 to provide additional building commissioning services for the Main Library Project. Background On February 24, 2004, the City Council awarded Agreement 8328 (CCS) to Engineering Economics, Inc., (EEI) in the amount of $125,126 to provide building commissioning services for the Main Library Project. The scope of services includes design review of building systems, site inspection to make certain that installed systems meet original design criteria, participation in building commissioning meetings to ensure that all building systems work in a coordinated manner, and any recommendations to enhance building efficiency and sustainability. 1 Discussion The project was originally scheduled to be completed on July 15, 2005. EEI had based their fee proposal on this original construction schedule developed by the project?s design-builder. However, the project schedule was impacted by a number of delays stemming from unforeseen subsurface conditions during site excavation. As a result of the delays, construction activities related to mechanical, electrical and plumbing trades had to be re-sequenced by the design- builder and EEI had to increase the number of site inspection services and building commissioning meetings. Currently, the project is scheduled for completion on December 28, 2005. Budget/Financial Impact Funds in the amount of $30,510 are available in account C040491.589000 (Main Library Renovation) for a total contract award not to exceed $155,636. RECOMMENDATIONS Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a modification to Agreement 8328 (CCS) with Engineering Economics, Inc., in an amount not to exceed $30,510 for additional building commissioning services, thus bringing the total contract award to $155,636; and 2.
