SUBJECT: Recommendation to the City Council to Hold a Public Hearing Regarding
the City of Santa Monica's 2005 Urban Water Management Plan; Adopt a
Resolution Approving the 2005 Urban Water Management Plan; and
Authorize the Water Resources Manager to File the 2005 Urban Water
Management Plan with the California Department of Water Resources
Introduction
This report recommends that the City Council conduct a public hearing regarding the City
of Santa Monica's 2005 Urban Water Management Plan (Plan), adopt the 2005 Urban
Water Management Plan, and authorize the Water Resources Manager to file the 2005
Urban Water Management Plan with the California Department of Water Resources within
30 days after adoption.

The Urban Water Management Planning Act (Act) became effective on January 1, 1984,
and requires all urban water agencies/suppliers providing water for municipal purposes to
more than 3,000 customers or supplying more than 3,000 acre-feet of water annually to
prepare and adopt a Plan every five years in years ending in zero or five. Water agencies
are required to prepare plans that describe and evaluate reasonable, practical and efficient
water uses, recycling/reclamation and conservation. The City last updated its plan in
2000. The Act requires that the plan be filed with the California Department of Water

Resources by December 31 in the year it is due.
Discussion
The City's Plan complies in full with the Act and its amendments and is an update of the
City's 2000 Urban Water Management Plan. It includes additional information from the
2003 Sustainable City Plan, and addresses the expanded use of recycled water from the
Santa Monica Urban Runoff Recycling Facility for dual-plumbed buildings. Data from the
Metropolitan Water District's (MWD) Regional Urban Water Management Plan is integrated
into the City's Plan to provide consistent planning assumptions and future supply goals,
since the City currently relies on MWD's water for most of its supply. The Task Force on
the Environment has reviewed the Plan and staff has incorporated its comments.
The draft Plan is available for public review at the City Hall Information Counter, the Water
Resources Division Administrative offices and the City's libraries. Notice of the public
hearing was provided in the Los Angeles Times on October 22, 23, 29 and 30, 2005, and
on the City's website.
Budget/Financial Impact
The recommendation presented in this report does not have a budget or financial
impact.

Recommendation
Staff recommends City Council hold a public hearing, receive public input, and adopt a
resolution approving the 2005 Urban Water Management Plan and authorizing the
Water Resources Manager file the Plan with the California Department of Water
Resources.
