SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Santa Monica Police Officers Association
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Santa Monica
Police Officers Association.
DISCUSSION
The current Memorandum of Understanding (MOU) with the Santa Monica Police Officers
Association (SMPOA) expired on June 30, 2005. Per the terms and conditions of that
MOU, negotiations with SMPOA for a successor MOU commenced and resulted in a new
agreement that has been ratified by the membership of SMPOA.
This agreement is a three-year contract from July 1, 2005 through June 30, 2008. The
agreement provides for a cost of living increase of 4.0% for FY2005-2006; cost of living
increases, based on CPI but not to exceed 4%, for FY2006-2007 and FY2007-2008; a 5%
equity adjustment to the Police Sergeant salary range for FY2005-2006 and an additional

5% equity adjustment for FY2006-2007 to bring the salary for the job classification of
Police Sergeant in line with the salary paid by comparison cities; a 12% increase to the
City?s contribution towards the cost of medical insurance premiums for calendar year 2006;
placing a cap of 12% on the increase to the City?s contribution towards the cost of medical
insurance premiums for calendar years 2007 and 2008; an increase in the amount of
management incentive pay in lieu of overtime compensation paid to employees in the job
classifications of Deputy Police Chief, Police Captain and Police Lieutenant; a one-time
$400,000 lump sum contribution from FY2003-2004 year-end budget savings into the
SMPOA medical trust; and some minor economic and non-economic changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2005-2006 is $2,530,470. Provision was
made in the FY2005-2006 budget to accommodate the results of negotiations with
bargaining units and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the new Memorandum of Understanding with the Santa Monica Police
Officers Association.
