SUBJECT: Construction Related Contracts for the FY2005 Street and Park Lighting
Project
Introduction
This report recommends that City Council award a construction contract to Steiny and
Company, Inc., the best bidder, in the amount of $2,089,527 plus a 10% contingency
amount of $208,952 for the FY2005 Street and Park Lighting Project. This report also
recommends that the City Council authorize the City Manager to negotiate and execute a
professional services agreement with SA Associates in an amount not to exceed $120,000
plus a 10% contingency amount of $12,000 to provide construction inspection services for
the project.
Background
City Council appropriates funds each fiscal year to replace the series circuits on various
City streets and parks with multiple circuits and new lighting fixtures. The following

Construction Contract
A Notice Inviting Bids for the construction contract was published on July 7 and 9, 2005, in
The Los Angeles Times. Six contractors requested bid packages and two sealed bids
were received by the City Clerk's office and publicly opened on August 17, 2005, by the
Deputy City Clerk.
The bid results were as follows:
Steiny And Company, Inc $ 2,089,527.16
Golden State Utility Company $ 2,245,495.00
City Engineer's Estimate $ 1,600,000
Steiny and Company, Inc., the best bidder, is currently providing contract work to the City
of Santa Monica for the FY2004 Street and Park Lighting Project and has successfully

completed the Golden Springs Project for the Los Angeles County Department of Public
Works, the San Diego Freeway Corridor for the City of Los Angeles, and the Newhall Land
Development for the City of Santa Clarita. City staff contacted the reference agencies and
all respondents reported that the contractor?s work was completed in a timely and cost-
efficient manner while maintaining consistent quality. City staff contacted the Center for
Contract Compliance and found the contractor is in good standing and capable of handling
labor compliance issues. City staff also verified with the State Contractors' License Board
and found the contractor's license is current, active, and in good standing.
Professional Services Agreement
In August 2005, the City received three proposals from qualified firms to provide
construction inspection services for the installation of the FY2005 Street and Park Lighting
Project. City staff reviewed qualification of all three firms and selected SA Associates, the
best firm, to provide construction inspection services for the project. These services
include inspection of the contractor?s work during construction of street lights and conduits,
report field changes and unforeseen conditions to construction manager, attend
contractor?s safety meetings, attend periodic progress meetings, and maintain all
necessary inspection documentation relevant to the work conducted during construction.
SA Associates provided similar services for the City of Pomona, City of Torrance, and City
of Long Beach. City staff contacted the references and all respondents reported that the
inspection services provided by the firm were excellent.

Recommendation
Staff recommends that the City Council:

1. Award a construction contract to Steiny and
Company, Inc., the best bidder, in the amount of $2,089,527 plus a 10%
contingency amount of $208,952 for the FY2004 Street and Park Lighting Project;
2. Authorize the City Manager to negotiate and execute a professional services
(Reference Contract No. 8522 (CCS))
agreement with SA Associates in an amount
not to exceed $120,000 plus a 10% contingency amount of $12,000 to provide
construction inspection services for the project; and
3. Authorize the City Engineer to issue any necessary change orders to complete

additional work within budget authority.
