SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Public Attorneys Legal Support Staff Union

INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Public
Attorneys Legal Support Staff Union.

BACKGROUND
The current Memorandum of Understanding (MOU) with the Public Attorneys Legal
=
Support Staff Union (PALSSU) expired on June 30, 2005. As per the terms and
conditions of the expired MOU, negotiations with PALSSU to replace the expired MOU
commenced and resulted in a successor MOU. This new agreement has been ratified
by the membership of PALSSU.
The agreement is a two-year agreement from July 1, 2005 through June 30, 2007. The
agreement provides for cost of living increases for FY2005-06 (4.0%) and FY2006-07
(CPI, with a minimum of 2% and maximum of 4%); city-paid State short-term disability
insurance coverage (SDI); and minor economic and non-economic changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2005-2006 is $70,038. Provision was
made in the FY2005-06 budget to accommodate the results of negotiations with
bargaining units and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the attached Memorandum of Understanding with the Public
Attorneys Legal Support Staff Union.
