SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the United Transportation Union, Local 1785
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the United
Transportation Union, Local 1785.
BACKGROUND
The current Memorandum of Understanding (MOU) with the United Transportation Union,
Local 1785 (UTU) expired on June 30, 2005. As per the terms and conditions of the
expired MOU, negotiations with UTU to replace the expired MOU commenced and resulted
in a successor MOU. This new agreement has been ratified by the membership of UTU.
The agreement is a three-year agreement from July 1, 2005 through June 30, 2008. It
provides for increasing the hourly top step salary from $20.55 to $21.25 for FY2005-2006;
increasing the hourly top step salary to $22.00 for FY2006-2007; and increasing the hourly
top step salary to $23.00 for FY2007-2008. The agreement also increases the uniform

allowance from $30.00 per month per employee to $35.00 per month per employee and
makes some minor economic and non-economic changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2005-2006 is $530,000. Provision was
made in the FY2005-06 budget to accommodate the results of negotiations with bargaining
units and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the attached Memorandum of Understanding with the United
Transportation Union, Local 1785.
