SUBJECT: Contract for the Former Police Building Demolition ? Rehabilitation Phase
Introduction
This report recommends that City Council waive competitive bid procedures and award
a contract to ROD Builders, Inc. for the rehabilitation phase of the former police building
demolition, in an amount not to exceed $343,000 plus a 10% contingency amount of
$34,300.
Background
On December 16, 2003, City Council approved demolition of the former police building
and installation of interim landscape and hardscape elements until a permanent
courtyard is designed and developed. Subsequently, Action Environmental Enterprises,
Inc., was awarded a contract for demolition of the former police building on May 10,
2005. Demolition commenced on June 23, 2005, and is expected to be completed by
August 23, 2005.
Discussion
Rehabilitation work includes restoration of City Hall areas impacted by the demolition of
the former police building. The work will be performed in accordance with the Secretary

of the Interior Standards for Rehabilitation of Historic Structures and consists of repairs
to interior and exterior floor, wall, ceiling and roof systems, including infill of non-original
openings and installation of doors and windows at historic locations.
A Notice Inviting Bids for the rehabilitation phase was published in the Los Angeles
Times on June 28 and July 2, 2005. Bid packages were sent to eleven public plan
rooms. Four contractors requested bid packages and no bids were received by the City
Clerk?s office. An addendum was issued establishing a second bid due date, one
additional contractor requested a bid package, and for a second time the City Clerk?s
office received no bids. In accordance with Santa Monica Municipal Code Section
2.24.071, Council can waive bidding procedures when there exists no competitive
market for the provision of the goods or services necessary to construct the public
works project.
ROD Builders, Inc. has successfully completed several projects including construction
of a new youth center addition at Christine Reed Park and earthquake repairs at Fire
Station #1 for the City of Santa Monica, and construction of new retail stores in Santa
Monica. Projects previously undertaken by the contractor have been completed to
satisfaction. The State Contractors' License Board verified that the Contractor's license
is current, active, and in good standing.

Recommendations
Staff recommends that City Council:
1. Waive competitive bid procedures; and
2. Award a contract to ROD Builders, Inc. for the rehabilitation phase of the former
police building demolition in an amount not to exceed $343,000 plus contingency
funds of $34,300.
