SR-802-005 (6) EPWM: F:\DATA\SPFILES\SP1949Phase II.cc Council Meeting: August 9, 2005 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Construction Contract for the Pier Structural Rehabilitation & Repair Project - Phase II Introduction This report recommends that the City Council award a construction contract with John S. Meek Company, Inc., for the structural rehabilitation and repair of the Santa Monica Municipal Pier ? Phase II in the amount of $973,980 plus $97,398 (10%) in contingency funds for the project. Background In FY 2002-03, the City approved a capital program in the amount of $6,500,618 for structural rehabilitation and repair of the Santa Monica Pier. The project will be completed in three phases: Phase I included adding stringers and deck replacement from the pier bridge to ? the beach access stairway. This work was completed on May 31, 2004. Phase II continues improvements from the easterly side of the beach access ? stairway for a distance of about 150 feet west and at the entrance to the parking area. Phase III of the work, which is expected to be underway in 2007, will continue ? improvements to remainder of the pier. 1 At its January 27, 2004, meeting, the City Council authorized a contract with Moffat and Nichol to provide engineering design services for this project. Discussion This project will increase the pier?s load carrying capability to allow for improved access for emergency vehicles and commercial delivery vehicles. Due to the condition of the existing wood structure and differential settlement of deck boards, all Fire Department emergency vehicles must remain on heavy steel plates to distribute their weight. This requires single file deployment and distance between fire trucks of not less than fifty feet in order to traverse the pier from the bridge to the west end of Pacific Park. Currently, the Municipal Pier load limit is 10,000 pounds. Phase II improvements will increase the load carrying capacity of the pier to 40,000 pounds in both areas of work, improving access for emergency and commercial vehicles. The work will remove the asphalt and repair and replace deck boards and stringers. The project will be staged between October and December 2005 with work on the entrance to the parking area beginning in January 2006. During construction, cars will be routed into the parking area through an area just east of the existing central restrooms. All work on the pier will be completed prior to Memorial Day 2006. A Notice Inviting Bids for the construction was published on June 9 and 11, 2005. Bidding documents were sent to sixteen contractors. The City received three bids which were opened publicly on July 13, 2005. The bid results were as follows: 1. John S. Meeks Construction, Inc. $ 973,980 2 2. New Creation Builders $1,252,915 3. Trimax Corporation. $2,018,155 Engineer's Estimate $ 982,800 The best bidder, John S. Meek Company, Inc., supplied the City with the names of previous similar projects. These projects included municipal piers in the cities of Newport Beach, San Clemente, and Redondo Beach. In addition, John S. Meek Company, Inc., has recently completed two projects at the Santa Monica Pier providing cat walks and repairs to the pier substructure over the west end of the pier. City staff contacted references and all respondents reported that the quality of work of John S. Meek Company, Inc., was excellent and that work was completed in a timely and cost efficient manner. Staff also contacted the Center for Contract Compliance and found John S. Meek Company, Inc., in good standing and capable of handling labor compliance issues. The California Contractor?s State License Board verified that the Contractor's license is active and in good standing. 3 Budget/Financial Impact FUNDS REQUIRED: Construction Contract $973,980 Contingency $97,398 Total Required $1,071,398 Funds in the amount of $1,071,398 are available in CIP account M300645.589000. Recommendation Staff recommends that the City Council: 1. Award a construction contract with John S. Meek Company, Inc., for structural rehabilitation and repair of the Municipal Pier in the amount of $973,980 plus $97,398 in contingency funds for the project; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
