Services
INTRODUCTION
This report recommends that the City Council authorize the City Manager to extend the
professional services contract (7816 OS) with KOMEX H0 Science, Inc. (KOMEX), for

Groundwater Modeling and Engineering Consulting Services through June 30, 2006, in
an amount not to exceed $91,000. This contract will be paid by funds provided in the
MTBE settlement agreement of 2003.
BACKGROUND
All five City water wells at the Charnock well field were shut down in 1996 due to MTBE
contamination from underground gasoline storage tanks and pipelines owned by various
oil companies. In December 2003, terms included in a settlement agreement between
the City and the responsible parties stipulated the formation an Engineering Committee
to coordinate and direct the design, construction, and operation of a treatment facility to
remove MTBE from the Charnock wells. The Charnock Engineering Committee (CEC)
was created in January 2004 toward this end. The City retained KOMEX from 1996
through 2004 for the purpose of technical oversight of activities related to the Charnock

well field restoration. Among the tasks KOMEX has performed on behalf of the City are
review of work plans and other correspondence, laboratory analyses, interpretation of
data, regulatory compliance and permitting review, preparation of technical reports and
presentations, litigation support, and continuous coordination and communication with
City technical and legal staff.
DISCUSSION
The CEC has retained various consulting firms to provide engineering support,
groundwater modeling, and field monitoring services. Groundwater modeling, in
particular, presents a technical challenge beyond the expertise of city staff; accordingly,
Komex will provide modeling support to city staff. Komex is in the unique position of
having prepared a groundwater model for the city, having an institutional knowledge of
the water division?s operations, and possessing an understanding of the Charnock
basin?s hydro-geologic characteristics.
In addition to providing assistance to the City in reviewing the development and
calibration of the CEC-commissioned groundwater model, Komex can also provide
engineering support relative to the design, construction, and operation of MTBE
treatment facility.
The contract for technical oversight for Charnock represents the extension of a
contractual relationship with Komex.

BUDGET/FINANCIAL IMPACT
Funds in the amount of $ 91,000.00 are available at Account No. 25671.555060 for the
Groundwater Modeling and Engineering Consulting Services contract with Komex.
These funds are made available to the water fund from the MTBE settlement
agreement, as approved annually in the CEC budget.
RECOMMENDATION
Staff recommends that the City Council:
Authorize the City Manager to extend contract 7816 OS with KOMEX H0 Science, Inc.

30, 2006, in an amount not to exceed $ 91,000.00.
