SR-901-001-04 (5) EPWM: F:\\6_28\cc1989.doc Council Meeting: July 12, 2005 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Professional Services Agreement for Design of Infrastructure Improvements for the Mountain View Mobile Home Park Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Lawrence McDermott in an amount not to exceed $180,000 to provide design services for infrastructure improvements at Mountain View Mobile Home Park. Background Mountain View Mobile Home Park is located at 1930 Stewart Street and consists of 105 residential mobile home spaces. The property encompasses approximately five acres of land with an aged infrastructure in need of modernization. On December 22, 2000, the City purchased Mountain View Mobile Home Park property and thirty six mobile home units as part of a legal settlement with the prior owner and to preserve the site for affordable housing. The City has undertaken a number of interim measures to improve conditions at Mountain View since taking ownership, including: 1. Establishment of an emergency vehicle access road at the rear of the Park; 1 2. Implementation of off-street parking on vacant spaces to keep roadways clear; and 3. Installation of a fire hydrant just outside the Park at the rear. Other temporary measures undertaken to date include the installation of bollards to protect individual propane tanks from cars, the removal of units acquired by the City which were substandard, mitigation of overcrowding conditions by relocating families to other units within the Park, and repairs to City-owned mobile homes. Discussion The park was built in the late 1940?s and its infrastructure has only been minimally improved since that time. The current electrical system is insufficient to meet demand and has fused meter boxes instead of modern circuit breakers. Only a small portion of the site is serviced by natural gas lines with the majority of residents still using propane tanks to supply gas for cooking and heating. Additionally, water supply lines are undersized, old, and prone to leaking and there are no fire hydrants within the Park. Upgrades will include undergrounding electrical, cable and telephone lines and installation of new natural gas, water supply, sanitary sewer and storm drain systems. In addition, several on-site fire hydrants will be provided. The existing spaces will have all necessary hookups such that new manufactured housing can be installed. Roads are to be re-graded for drainage and re-paved with rolled curbs. 2 Contractor Selection A Request for Proposals (RFP) was issued on April 19, 2005 and obtained by thirteen firms. One proposal was received and after careful review of the information submitted, staff recommends Lawrence O. McDermott for this project. Mr. McDermott, a licensed California Professional Engineer and Land Surveyor, has an extensive background assisting private developers and public sector entities with mobile home park development projects. With more than thirty years experience, he has designed over 100 manufactured housing and RV parks with over 15,000 spaces. Given Mr. McDermott?s specialized knowledge of Park infrastructure and improvement plans, familiarity with the City of Santa Monica building requirements, and staff capacity to complete the subject assignment on a timely basis, staff recommends McDermott to provide engineering services for the Mountain View Mobile Home Park. Budget/Financial Impact Funds in the amount of $180,000 are available in account H14037703.589000, ?TORCA Affordable Housing Trust Fund.?
