SR-502-001-01 (6) F:\budget\share\annual budget\0506\srresolutions Council Meeting: June 28, 2005 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Adoption of Resolutions for New Water and Solid Waste Rates INTRODUCTION This report recommends that the City Council adopt two resolutions establishing water and solid waste rates as approved on June 21, 2005. The resolutions establish a 6% water rate increase and a 10% solid waste rate increase, inclusive of CPI, effective July 1, 2005. BACKGROUND On June 21, 2005 City Council approved increased water and solid waste rates for FY2005-06 to address a projected fund balance gap. Approvals were granted on condition that rate studies be conducted during the fiscal year. The water study is to include consideration of tier and cost options that would provide incentives for conservation. The solid waste study is to include a program cost and revenue analysis and address sustainability goals. BUDGET/FINANCIAL IMPACT The approved rate increases will benefit Water and Solid Waste Fund revenues. The water rate increase will modestly increase Utility User Tax revenue. The impact of these rate increases are included in the FY2005-06 Adopted Budget. 1 RECOMMENDATION It is recommended that the City Council adopt the attached resolutions establishing new water and solid waste rates.
