SR-300-002-01 (80) F:\HumanServices\Share\CD PROGRAM-PROGRAM AREAS\Homeless Programs\Staff Reports\Homeless Annual Review 2004 ?? julie.rusk amy.osnower 7 2 2005-06-09T00:13:00Z 2005-06-21T00:09:00Z 2005-06-21T00:10:00Z 1 646 3688 city of santa monica 30 8 Council Meeting :      June 21, 2005                                                                    , TO:                   Mayor and City Council FROM:             City Staff SUBJECT:      Request to Hold a Public Hearing and Approve the Proposed Consolidated Plan (FY 2005/06-2009/10) in Conjunction with the City ’ ’ s FY 2005/06 Proposed Budget and FY 2006/07 Proposed Budget Plan INTRODUCTION This report requests that the City Council hold a public hearing and 1) approve the Proposed FY 2005/06-2009/10 Consolidated Plan (Attachment I); and 2) authorize City staff to submit all documents required to receive the City’s annual Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) entitlement grant funds to the U.S. Department of Housing and Urban Development (HUD).   BACKGROUND On May 21, 2005, the Draft Proposed Consolidated Plan was made available to the public for community review.   The Plan includes a needs assessment and housing and community development strategy for the five-year period of 2005/06-2009/10, as well as the One-Year Action Plan which details goals, activities and funding for FY 2005/06, the first year of the five year Plan.   Approval of the Proposed Consolidated Plan and the Action Plan satisfies HUD’s statutory requirements for the CDBG and HOME programs.   In March 2005, the Council received an Information Report describing the community process and schedule for development of the 2005 Consolidated Plan. The Draft Proposed Plan has been presented to the City’s Commission on the Senior Community, Commission on the Status of Women, Housing Commission, Recreation and Parks Commission, Disabilities Commission and Social Services Commission.   Notice of the availability of the Plan for public review and comment was made through The Daily Press, Surf , and the City’s website. C opies of the full report were made available at the City’s Main Library and branch libraries, , Public Safety Facility, and City Hall. The full draft report was also posted on the Human Services Division website at: http://smgov.net/hsd/pdfs/conplan/ConPlan%20Fy05-10.pdf. DISCUSSION The Consolidated Plan (Attachment I) details proposed funding allocations for HOME and CDBG funds.   To date (June 13, 2005), no letters commenting on the Draft Proposed Consolidated Plan have been received (Attachment II).   Public comment on the Draft Proposed Consolidated Plan will be received through June 21, 2005.   Staff will incorporate changes based on Council revisions at the June 21 Council meeting and submit the Plan to HUD by June 30, 2005, a requirement to receive CDBG and HOME programs for FY 2005/06. BUDGET/FINANCIAL IMPACT All HOME and CDBG funding recommendations and revenue projections are reflected in the City’s Proposed FY 2005/06 Budget and Proposed FY 2006/07 Budget Plan.   The FY 2005/06 HOME entitlement grant has been decreased from $834,314 in FY 2004/05 to $801,375 in FY 2005/06, and the CDBG entitlement grant has been decreased from $1,647,769 in FY 2004/05 to $1,553,719 in FY 2005/06.   It is estimated that the City will receive $2,713,589 in loan repayments from the Multi-Family Earthquake Repair Loan (MERL) Program; these funds are recognized as CDBG program income.   The City’s FY 2005/06 Operating and Capital Budgets include $5,068,683 in CDBG and HOME spending. RECOMMENDATION This report requests that the City Council hold a public hearing and 1) approve the Proposed FY 2005/06-2009/10 Consolidated Plan (Attachment I); and 2) authorize City staff to submit all documents required to receive the City’s annual Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) entitlement grant funds to the U.S. Department of Housing and Urban Development (HUD).
