SR-506-003-06 (18) rd F:\PCD share\2005 council staff reports\OP & 23Cloverfield award.doc Council Meeting: June 14, 2005 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Construction Contract for the Traffic Signal Modification of the rd Ocean Park Boulevard & 23 Street and Ocean Park Boulevard & Cloverfield Boulevard Intersections Introduction This report recommends that the City Council award a construction contract in the amount of $312,208 (including contingency) to KDC Inc. dba Dynalectric for traffic rd signal modifications at the Ocean Park Boulevard & 23 Street and Ocean Park Boulevard & Cloverfield Boulevard intersections. Background In 2000 and 2001, the City Council appropriated a total of $400,000 for the upgrade of the traffic signals along Ocean Park Boulevard. Traffic signal cabinets and controllers at three intersections along Ocean Park Boulevard have been replaced and this contract will complete the project. The construction package includes specifications for rd the upgrade of the traffic signal equipment at the Ocean Park Boulevard & 23 Street and Ocean Park Boulevard & Cloverfield Boulevard intersections as well as specifications for construction of access ramps that comply with current Americans with Disabilities Act (ADA) requirements. 1 Discussion This contract was competitively bid pursuant to S.M.M.C. Section 2.24.071. The Notice Inviting Bids for construction of the project was published in the California section of the Los Angeles Times on March 31, 2005 and April 2, 2005. It was also provided, along with the plans and specifications, to ten plan rooms. Five contractors requested bid packages. The City Clerk's Office received three sealed bids, which were publicly opened and read aloud on April 28, 2005, by the Deputy City Clerk. The bid results were as follows: Contractor Base Bid Steiny and Company, Inc. $342,140.00 Comet Electric, Inc. $352,008.50 Dynalectric $283,825.00 Engineer?s Estimate $300,000 to $350,000 The best bidder, Dynalectric, supplied the City with the names of recent similar projects including work for the City of Los Angeles, the City of Beverly Hills, the City of Long Beach, City of Torrance, County of Los Angeles, Caltrans, and the City of Santa Monica (which has retained Dynalectric, as the on-call traffic signal contractor). City staff contacted these agencies for references, and confirmed that this bidder has a record of completing quality work on similar projects in a timely, reliable manner. The State Contractors? License Board verified that the Contractor?s license is current, active, and in good standing. Therefore, Dynalectric was determined to be the best bidder, pursuant to S.M.M.C. Section 2.24.072. 2 Budget/Financial Impact: Funds required for this project are as follows: Construction Contract $283,825. Contingency for Construction Contract $28,383. Total $312,208. Funds for the project are available at account number C010708.589000 Ocean Park Traffic Signal Upgrade. Recommendations: 1. Award a contract to KDC Inc. dba Dynalectric, in the amount of $312,208; including contingency. 2. Authorize the Transportation Planning Manager to issue any necessary change orders within budget authority.
