SR-417-007 (38) EPWM: CC: AA: DB: JC:F:\DATA\SPFILES\SP 1983 City Council Meeting: May 10,2005 Santa Monica, California TO: Mayor and City Council Chairperson and Redevelopment Agency FROM: City Staff SUBJECT:Design of the Seismic Retrofit Improvements to Parking Structure 4; Redevelopment Agency Funding of Seismic Retrofit Design of Parking Structure 4; and Adoption of Resolutions Finding that the Project is of Benefit to the Earthquake Recovery Redevelopment Project Area Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute an agreement with Black & Veatch Corporation for design of seismic retrofit improvements to Parking Structure 4 in an amount not to exceed $665,000 and approve contingency funds in the amount of $66,500 (10%). This report also recommends that the City Council and Redevelopment Agency authorize the City Manager and Executive Director to execute a Cooperation Agreement between the two entities for payment of the costs associated with the seismic retrofit for Parking Structure 4, and adopt resolutions finding that the seismic retrofit of Parking Structure 4 benefits the Earthquake Recovery Redevelopment Project area. Background On April 9, 2002, the City Council conceptually approved the Downtown Parking Task 1 Force?s recommended strategic plan to retrofit Parking Structures 2, 4, and 5; to rebuild Parking Structures 1, 3, and 6; and to add additional parking resources in the Downtown area. Parking Structure 4, located on the east side of Second Street between Santa Monica Boulevard and Arizona Avenue, was constructed in 1967 and expanded in 1973. It is nine levels above ground and has a capacity of approximately 660 parking spaces. Discussion In June 1999, the City requested proposals from qualified engineering consulting firms to provide study and design services relating to seismic upgrading of downtown parking structures and other essential facilities. Proposals were received from four firms to provide these services. Following a review of all proposals by Civil Engineering & Architecture Division staff, Black & Veatch Corporation was selected for seismic retrofit design of downtown parking structures owned by the City and the Redevelopment Agency. Black & Veatch Corporation has provided excellent service to the City and Redevelopment Agency on the seismic retrofit of Parking Structures 5, 7, and 8. Based on the original request for proposals, the City received a cost proposal for design of seismic retrofit improvements to Parking Structure 4 from Black & Veatch Corporation on February 16, 2005, in the amount not to exceed $665,000. The design work is anticipated to commence in May 2005 and conclude September 2005, seismic retrofit construction is anticipated to commence in early 2006 and finish by fall 2006. 2 Redevelopment Considerations for Parking Structure 4 The Redevelopment Agency, as the owner of Parking Structure 4, is authorized by Health and Safety Code Section 33400 to maintain, manage, and repair the structure. The Cooperation Agreement delegates to the City the Agency?s authority to carry out the seismic retrofit of Parking Structure 4 and provides for the Agency?s funding of those costs not eligible to be paid with FEMA funds. As all FEMA funds allocated for Structure 4 have been previously spent for crack repair, the Agency will bear the full cost of this project. To use redevelopment funds for the seismic retrofit of Parking Structure 4 the City Council and Redevelopment Agency must make the appropriate findings, as required by Health and Safety Code Section 33445. The attached Resolutions determine that the use of these funds is of benefit to the Earthquake Recovery Redevelopment Project area; no other reasonable means of financing the improvements are available; the project will assist in earthquake recovery efforts and eliminate one or more blight conditions in the Earthquake Recovery Redevelopment Project area; and, the project is consistent with the Agency?s Five-Year Implementation Plan. Budget/Financial Impact FUNDS REQUIRED: Agreement $ 665,000 Contingency $ 66,500 Total Required $ 731,500 Funds in the amount of $731,500 are available in account C170621.589000, ?Seismic 3 Retrofit ?
