Subject: Authorization to Negotiate Terms and Conditions for Possible
Purchase of Real Properties Located at 1222 and 1300 Fourth
Street and 402 - 406 Santa Monica Boulevard
Introduction
This report requests authorization to explore and if appropriate negotiate the
purchase of properties located at 1222 and 1300 Fourth Street and 402 - 406
Santa Monica Boulevard. These properties are potentially useable for a variety of
purposes, including but not limited to, replacement public parking structures.
Discussion
On April 9, 2002, the City Council adopted the Downtown Parking Task Force
Strategies Plan that called for the replacement of Parking Structures Nos. 1, 3
and 6. On January 9, 2003, the City Council, Redevelopment Agency and Parking
Authority took certain actions to accomplish the seismic retrofit and/or replacement
of the downtown parking structures. In order to consider and affect demolition and
replacement of these existing three parking structures and provide additional
parking, the Parking Plan calls for the creation of interim and possibly permanent
alternative parking facilities.
If City Council authorizes staff to explore the purchase of these properties, staff
will return to Council and the Redevelopment Agency for further direction

negotiations to purchase the property on behalf of the City and/or its
Redevelopment Agency progress.
Budget/Financial Impact
No budget or financial impact is incurred in initiative negotiations should a
purchase prove feasible the budget/financial impact will be presented to the City
Council for action.
Recommendation
It is recommended that City Council authorize staff to explore and, if appropriate,
negotiate the purchase of the real properties located at 1222 and 1300 Fourth
Street and 402 - 406 Santa Monica Boulevard by the City and/or the
Redevelopment Agency.
