SR-604-001 (16) f:\person:misc/council\salary reso.stfrpt.FY04-05 Santa Monica, California Council Meeting: April 26, 2005 TO: Mayor and City Council FROM: City Staff SUBJECT: Adoption of Resolution Establishing Various New Position Classifications and Salary Rates INTRODUCTION This report recommends that Council adopt the attached resolution establishing new position classifications and setting salary rates for those classifications. BACKGROUND The Santa Monica Municipal Code sets forth the process for establishing new position classifications and setting the salary rates for position classifications. The process includes the development of new classification specifications (job descriptions) and/or the revision of existing classification specifications by the Human Resources Department based on input from City departments. The classification specifications are presented to the Personnel Board for their review and approval. Interested parties can provide input to the Personnel Board at that time. Once the Personnel Board has approved the classification specifications, a salary resolution setting the salary rates for the various position classifications is presented to Council for adoption. The salary rates are based on external salary market data from comparable cities as well as internal equity factors. 1 DISCUSSION The attached resolution sets forth the salary rates for various new position classifications and adjusts the salary rates of some existing position classifications. The changes listed reflect additional reclassifications that resulted from the recently completed classification and compensation study of the positions represented by the Municipal Employees Association (MEA), additional reclassifications of as-needed positions to finalize the implementation of the living wage for City employees, reclassifications based on recommendations from the Matrix study, equity adjustments for Community Forest and Public Landscape Superintendent and Facilities Operation Superintendent, and the establishment of salaries for position changes in the Finance Department and the Risk Management Division that will be reflected at year-end for the FY2004/05 budget. BUDGET/FINANCIAL IMPACT The recommendations presented in this report have been reviewed and approved by the Director of Human Resources and the City Manager and require approval by Council in order to be incorporated into the FY2004/05 budget. No appropriation is required at this time to implement the changes.
