SUBJECT: Modification of Contract No. 8346 (CCS) with S. Groner Associates, Inc.,
to Provide Marketing Services for a Used Oil and Filter Recycling
Program
Introduction
This report recommends that the City Council authorize the City Manager to modify
Contract No. 8346 (CCS) with S. Groner Associates, Inc. (SGA) by $7,500 to cover the
additional expenses needed to complete a public education intervention program for a
used oil and filter recycling program.
Background
On July 22, 2003, the City Council accepted used oil recycling grant funds in the
amount of $246,400 from the California Integrated Waste Management Board to
develop and implement a three phased grant that focuses on Spanish-speaking
residents of the Pico Neighborhood. In the first phase of this project, a telephone
survey was conducted to establish baseline information about do-it-yourself motor oil
changers there. In the second phase, results from the baseline survey were used in
developing education programs targeting this population. In the third and final phase,

a follow-up telephone survey will evaluate the effectiveness of the Community Based
Social Marketing program.
Two consultants are carrying out aspects of the scope of work on the grant. On July
22, 2003, the City Council approved funding in the amount of $73,468 for Contract No.
8218 (CCS) with Lodestar Management/Research, Inc., to conduct the baseline and
follow-up survey. On May 25, 2004, the City Council approved funding in the amount
of $151,228 for Contract No. 8346 (CCS) with SGA to develop and conduct the
program.
Discussion
The original scope of work for SGA reflects the requirements of the granting agency as
well as activities desired by the City. Although the program is designed to target
Spanish-speaking residents, the initial survey suggested that the do-it-yourself oil
changers are not defined by geographic or language or other categories, but are
integrated into the general population. Based on these findings, the outreach strategy
has been expanded to a broader community education program that focuses upon both
Spanish-speaking and non-Spanish-speaking members of the neighborhood. This
approach still satisfies the requirements of the grant, as well as addresses the need for
a more inclusive approach to outreach. Staff recommends that the scope of work for
SGA be amended to reflect the revised outreach strategy and the associated costs.

Budget/Financial Impact
Grant funds in the amount of $7,500 are available in account number 31662.556040 to
amend the scope of work with SGA for a new contract total not to exceed $158,728.
Recommendation
Staff recommends that the City Council authorize the City Manager to negotiate and
execute an amendment to Contract No. 8346 (CCS) with SGA in the amount of $7,500
for additional services on the Community Based Social Marketing program.
