SR-904-005 (3) EPWM: CP: AA: LF: VS: H:\Staff Reports In Process\4_12\cc1957architectural.doc City Council Meeting: April 12, 2005 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Professional Services Agreement with Killefer Flammang Architects for Design Services for the Former Police Building Demolition Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a professional services agreement with Killefer Flammang Architects for design services for the demolition of the former Police building and restoration of associated City Hall facades in an amount not to exceed $72,000 plus a contingency amount of $7,200. Background On November 24, 1939, the Santa Monica City Hall was dedicated. The original U- shaped structure included a courtyard at the rear and housed City administrative, Police and Fire operations. In 1958 a three-story structure was added to the east enclosing the central courtyard to provide space for expansion of the Police Department. Since 1958, there have been several additions and renovations to the south wing of City Hall. In September 2003, the Police Department relocated to the new Public Safety Facility leaving the former Police Department additions to City Hall vacant. Costs and construction implications of reusing or demolishing the former Police building were evaluated, and on December 16, 2003, Council approved demolishing the Police 1 additions to City Hall and installing interim landscape and hardscape elements until a permanent courtyard is designed and developed as part of the future rehabilitation of City Hall. At that meeting, Council also approved a two-phase design-build agreement with SKS Construction, Inc. for the project. On January 12, 2005, the City terminated its agreement with SKS Construction, Inc., following notification that SKS Construction, Inc. could no longer honor its proposed Guaranteed Maximum Price. Staff determined that portions of the work required prior to actual demolition can be performed while new contractors are identified to perform the building demolition, restoration of City Hall façades, and courtyard construction. Accordingly, on March 8, Council awarded a contract to Neubauer Electric, Inc. for electrical power change-over of the old Police building in order to ensure continued power to the City?s public safety operations during demolition of the former Police building. Arrangements to complete phase II designs are now required so that new contractors can proceed on a timely basis once selected. Discussion During Phase 1 design development, Killefer Flammang Architects served as the architectural design consultant and provided design documents for Landmarks Commission approval and as-built base drawings utilized by others, including demolition, electrical, mechanical and electrical subcontractors, in the preparation of detailed project costs. Killefer Flammang Architects? knowledge of the building, documentation of as-built conditions, and completed schematic design make them 2 highly qualified candidates for providing the design services required for the restoration of City Hall façade. Further, scheduling and permitting require the completion of the design services prior to safely commencing demolition activity. Staff will return to Council on May 10, 2005 for award of a construction contract for the demolition of the former Police building. The total estimated project cost is $2 million. Recommendations Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Killefer Flammang Architects for design and construction document preparation for demolition of the former Police building in an amount not to exceed $72,000 plus $7,200 in contingency funds.
