Introduction
This report recommends the expansion of Preferential Parking Zone ZZ to include the
area just north of the current Zone ZZ, namely: Sth, 6th, and 7th Streets between
Washington and Montana Avenues, and Idaho and Montana Avenues between 4th and
yth Streets. It also extends the zone eastward one block for Idaho and Washington
Avenues between yth Street and Lincoln Boulevard.
Backqround
This area has been considered for preferential parking in the past, as part of the current
Zone ZZ, as well as in the comprehensive study of parking along the Montana corridor.
Currently, this area is surrounded by preferential parking to the south, west and east.
(See Vicinity Map-Attachment B.) To the south, Preferential Parking Zone ZZ was
implemented in September 2001 , and is roughly bordered by Washington Avenue, Sth
Street, Wilshire Boulevard and 7th Street. The City Council did not extend this zone
north to Montana Avenue at that time due to concerns raised by Montana Avenue
businesses, and because no petitions had been received from residents north of
Washington Avenue. Initial restrictions in this zone were: "Two-hour parking 7am-10pm

daily, except by permit." Overnight restrictions were approved but not implemented at
that time because the neighborhood directly west did not yet have any preferential
parking restrictions. Often these residents parked at night on the streets east of their
homes. In June 2002, the Council approved Preferential Parking Zone UU to the west,
which included the area from 4th Street west to Ocean Avenue, bordered by Wilshire on
the south, and Montana on the north. Since this area is in the Coastal Zone, the City
(as a courtesy) applied for a coastal permit from the California Coastal Commission.
This delayed implementation of this zone until January 2004. Restrictions in Zone UU
are: "No parking 6pm-8am daily, except by permit." At the same time that Zone UU was
implemented, the restrictions for Zone ZZ were changed to: "Two-hour parking 8am-
6pm, and No parking 6pm-8am daily, except by permit."
The expansion of Zone G was implemented in September 2003. This zone covers the
residential streets surrounding the Montana business corridor, roughly bordered by
Lincoln Boulevard, Idaho Avenue, 1ih Street and Alta Avenue. Some of the numbered
blocks north of Montana already had various preferential parking restrictions. When this
zone was expanded, restrictions were standardized, and are currently: "Two-hour
parking 9am-9pm Monday-Saturday, except by permit."
Residents on the following streets have now petitioned for preferential parking:
. Idaho Avenue between 5th and 6th Streets (petition date: February 2004),
. 5th Street between Washington and Idaho Avenues (petition date: April 2004).
Staff has also received incomplete petitions (fewer than two-thirds of units represented)
from the 800 block of 5th Street and the 800 and 900 blocks of 6th Street. It is likely that

signatures will continue to be received from these blocks as well, and that these blocks
petitions will eventually qualify (two-thirds of units represented).
This area was studied several times in 2001. This request for preferential parking did
not require further extensive studies. Staff completed spot checks on the two petitioning
blocks in May 2004.
NeiQhborhood ParkinQ Issues
Parking demand in this area is high due to its dense residential development as well as
its proximity to the successful business districts on Montana Avenue and in the
Downtown. Many buildings in the area, including both residential and commercial
buildings, were constructed prior to the adoption of current parking standards. Most
available spaces in the adjacent commercial areas are subject to fees and/or time limits
in order to encourage turnover and offset the cost of providing parking facilities for
visitors and employees.
Study FindinQs
This area was originally studied in February and March 2001 as part of the original Zone
ZZ study. Fifth Street and Idaho between 4th and 5th Streets was studied again in
September 2001 as part of the Zone UU coastal area study. The entire area was
studied again in October/November 2001 as part of the Zone G Montana area study. In
addition, spot checks of the two petitioning blocks were completed in May 2004 to
evaluate current occupancies on these blocks and to confirm that the Fall 2001 data is

still relevant. The data presented in Attachment C represents the October/November
2001 data and the May 2004 spot checks. All of the data suggests that this area's
parking occupancies are quite high. Although some parking is available on most streets
at some time during the day, parking spaces are scarce during many hours of the day
and at night. Occupancies greater than 85% occur in the early morning and early
evenings, indicating a high demand by residents, intensified by demand by non-
residents. Weekend occupancies average over 90 percent.
Community Input
Residents, businesses and property owners of the area were notified of the proposed
preferential parking zone by mail and invited to a December 2004 community meeting to
discuss preferential parking. A listing of the comments received at the meeting and in
writing is included as Attachment D. Generally the residents expressed frustration
about all the preferential parking which exists around them. They also felt that their
restrictions should be the same as those of their neighbors to the south in Zone ZZ.
As this area is really an extension north of the current Zone ZZ, business employees
that may be impacted, such as hotel employees, are already affected by the current
Zone ZZ and Zone UU in the Coastal Zone. Staff worked extensively with the hotels
when Zone UU was implemented. Representatives from businesses did not attend this
meeting, nor did they send any comments in response to the notice they received.

Staff Analvsis and Discussion: The petitioning blocks are located in the densely
populated area west of Lincoln. The 900 block of 5th Street is directly adjacent to Zone
ZZ, and the 500 block of Idaho just one block away. Parking on these blocks has likely
been affected by the adjacent preferential parking zones, one of which they were
originally recommended to be a part. This proposed area fills in the link between three
Preferential Parking Zones-ZZ, UU, and G. The regulations proposed are the same as
in Zone ZZ because the parking pressure seems to be coming primarily from the
Promenade/Coastal Zone rather than the Montana business district.
The multi-family residential area east of Lincoln between Idaho and California Avenues
remains open and available for all parkers. No petitions have been received from any
900 or 1000 block between ih Street and 16th Street. Although both Idaho and
California Avenues are pre-approved, most blocks remain without preferential parking.
When surveyed in September 2002, residents in this mid-business corridor area were
divided about the concept of preferential parking. Most of the demand in this area
midway between Wilshire and Montana is residential in nature, so preferential parking
regulations would not substantially improve conditions for most residents, especially at
night when the parking is most heavily used.
Recommendations for Expanded Zone ZZ
The current regulations would remain:
. Two-hour parking between 8:00 a.m. and 6:00 p.m. daily, and No parking
between 6:00 p.m. and 8:00 a.m., except by permit.

The specific blocks that would be in the expanded Preferential Parking Zone ZZ are:
. 5th, 6th, and ih Streets between Wilshire Boulevard and Montana Avenue
. California and Montana Avenues between 4th Street and ih Street
. Washington and Idaho Avenues between 4th Street and Lincoln Boulevard
Budoet/Fiscallmpact
Initially, it is estimated that area residents in the proposed zone will purchase
approximately 400 new permits. This will generate approximately $6,000 in additional
revenue in FY 04/05 in account 01415.400290 from permits purchased at $15.00 per
permit.
CEQA Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 (c) which was recently amended to define Class 1 exempt projects in the
following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency's determination. . ." This exemption
lists as an example of "existing facilities:" "(c) Existing highways and streets, sidewalks,
gutters, bicycle and pedestrian trails, and similar facilities." Preferential parking zones
involve only the issuance of permits for the use of an existing public street and include
negligible or no expansion of this existing use.

Recommendations
It is recommended that the City Council:
1. Approve the attached Resolution amending and enlarging Preferential Parking
Zone ZZ and amending Resolution 9344 CCS (Resolution of the City Council of
the City of Santa Monica Re-Establishing Various Preferential Parking Zones) by
replacing Exhibit A.
2. Approve the revenue budget adjustment outlined in this report.
