Declaration for the Moss Avenue Sewer Pumping Station, and To Waive
Competitive Bidding and Authorize the City Manager to Negotiate and
Execute Two Contracts for the Moss Avenue Pumping Station Structural
Shell Construction
Introduction
This report recommends that the City Council adopt a resolution certifying the Initial Study
and Mitigated Negative Declaration for the Moss Avenue Sewer Pumping Station. It also
recommends that the City Council waive competitive bidding requirements according to
Santa Monica Municipal Code Section 2.24071 (d)(3), and requests authorization for the
City Manager to negotiate and execute two contracts: a construction contract and a
construction management contract for construction of the Moss Avenue Pumping Station.
Background
In July 1996 City Council awarded a contract to the engineering firm Montgomery Watson
which included studying options for upgrading the Moss Avenue Pumping Station. It has
been determined that the most cost effective and technically feasible option is the
construction of a new facility immediately adjacent to and south of the existing station. The
current station is located at 1631 Appian Way, is 49 years old and has serious design

deficiencies. The purpose of the project is to ensure that the station meets current
engineering standards and accommodates the current levels of sewage flows which must
be pumped during periods of significant rain. The Moss Avenue Pumping Station is of
critical importance both for the protection of public health and safety and to safeguard the
environment from the threat of sewage spills. The pump station is owned and operated
by the City of Santa Monica, but 90% of the sewage which flows through the plant
originates from the City of Los Angeles. Under Santa Monica's existing agreement with
Los Angeles, Los Angeles is responsible for 90% of the costs for the proposed project.
The anticipated reimbursement from Los Angeles is therefore listed in the fiscal/budget
impact section of this report as a proposed revenue budget increase.
In August 1997 the City entered into a 55 year ground lease agreement with Project New
Hope to construct and operate 25 units of housing for low income disabled individuals on
the site adjacent to the pumping station. The critical need to coordinate the timing of
certain phases of the two construction projects became clear only after the preliminary
design of the pumping station was completed. The engineering and hydrogeologic
analysis concluded that there would be a high probability for loss of structural integrity to
the Project New Hope building if the two projects were not properly sequenced. As a result
of this engineering analysis, the City must delay the construction of the Project New Hope
project until approximately March 1, 1998, and proceed immediately with the first phase
of the Moss Avenue Pumping Station upgrade project.

Discussion
The pumping station will be a subterranean structure creating significant improvements to
the aesthetics of the neighborhood. In order to achieve this, the base floor elevation of the
pumping station will be 52 feet below finished grade. The site has groundwater above the
base floor elevation. The water must be removed in order to excavate the site so that the
concrete will be poured onto a dry soil bed. The engineering analysis showed there will
be differential settlement on the Project New Hope site. Completion of the structural shell
of the pumping station prior to Project New Hope beginning their construction will prevent
damage to their foundation.
It is therefore critical that the Gity proceed with the first phase of the pumping station
construction, prior to Project New Hope beginning its construction. This will result in an
approximate six-month delay to the start of construction for Project New Hope. Through
discussion on coordinated construction schedules and verification of delay costs with
Project New Hope, staff has negotiated an agreement to compensate Project New Hope
for the costs associated with the delay, in the amount of $720,000.
Staff analysis, including review by the City Attorney's Office, has concluded that there are
health, safety and welfare concerns for the general public due to the risk of sewage spills
because of inadequate capacity at the existing pumping station. In addition, there are
specific health, safety and welfare concerns for the future residents of Project New Hope

if the first phase of the pumping station project is not constructed according to the
accelerated schedule. Santa Monica Municipal Code Section 2.24071 (d)(3) provides that
the public bidding requirements may be waived if, by a 2/3 affirmative vote, the City
Council finds that due to urgent necessity, the public health, welfare or safety would be
jeopardized if the normal public bidding requirements were followed.
Coastal Commission Review and Environmental Analysis
The project has been reviewed by the California Coastal Commission and has been
declared exempt from development permit requirements.
A CEQA Initial Study and Mitigated Negative Declaration have been prepared. The thirty
day review period commenced on September 23, 1997, and closed on October 22, 1997.
No comments were received. The Initial Study and Mitigated Negative Declaration are
included with this report as Attachment A.

Sufficient funds for the project are available in account number 31-760-661-20096-8900-
99345 (Moss Avenue Sewer Lift Station Upgrade).
It is also recommended that Council increase the budgeted revenues in account number
31-500-661-00000-0089-10000 (City of Los Angeles) by $3,272,040 to reflect receipt of
cost reimbursements from the City of Los Angeles for the project.
Recommendations
Staff recommends that the City Council:
1. Adopt the resolution certifying the Mitigated Negative Declaration for the Moss
Avenue Pumping Station project;
2. Authorize the City Manager to negotiate and execute a contract for the construction
of the Moss Avenue Pumping Station structural shell in an amount not to exceed
$2,395,600;
3. Authorize the City Manager to negotiate and execute a contract for the construction
of the Moss Avenue Pumping Station structural shell in an amount not to exceed
$160,000;
4. Authorize the City Manager to negotiate and execute an agreement with Project
New Hope in an amount not to exceed $720,000 for costs associated with Project
New Hope delays;
5. Authorize the City Engineer to issue any necessary change orders to complete
additional work in conformance with the Administrative Instructions on Change

Orders;
6. Find that due to urgent necessity the public health, welfare and safety would be
jeopardized if bidding requirements are not waived for the construction of the Moss
Avenue Pumping Station structural shell on an accelerated schedule; and
7. Authorize the revenue budget change as detailed in the Budget/Financiallmpact
section of this report.

III. DISCUSSION OF ENVIRONMENTAL EV ALlJATION
1. EARTH.
The site is a relatively level parcel with a steep slope which rises in elevation approximately 25'
as it approaches the east property line abutting the Pacific Coast Highway access road to Ocean
Avenue. The proposed sewage pumping station will occur on the level portion of the parcel in the
same general location as the existing pumping station which will be replaced. No unique geologic
or physical features exist on the site. No considerable increase in wind or water erosion will result
from the proposed project. No change in beach sands or siltation will result from the proposed
project. The 1996 MEA indicates that the subject parcel is not located within an area of landslide
or mud slide potential nor an area of ground failure; the parcel is within an area of liquefaction
susceptibility which should be considered during the design of the facility. The subject parcel is
not located within a fault hazard management zone.
The proposed project, which includes the removal of an existing sewerage tank, pumping station
would be built entirely below grade to a depth of 52', which will require soil displacement. The
negative impacts of soil displacement during construction will be reduced to a level of
insignificance with the following mitigation measures which shall be incorporated as part of
project approval: 1) spoils to be removed regularly with no long-term storage of unsuitable soils;
2) dust palliative will be applied to any soils stored for re-use; 3) water trucks as necessary to
prevent wind erosion of soils and to control dust per SCAQMD Rule 403; 4) appropriate screening
or construction fencing will be installed to control soil erosion; 5) spray-on soil binders will be
applied to freshly graded soils.
2. AIR.
No objectionable odors will be created by the proposed project and it will eliminate odors
associated with the existing sewage pumping station. The project will not result in substantial
alteration of air movement, moisture, or temperature, or any change in climate, either locally or
regionally as the facility will be located below grade. There are no residents at the project site and
the project will not expose neighboring residential uses to severe air pollution conditions.
The project will not result in an increase in air pollution as compared to the existing condition at
the site.
3. WATER.
The proposed project will not result in any changes in currents, or the course of direction of Santa
Monica Bay located nearby nor any fresh waters. According to the City's Safety Element of the
General Plan, the project sites are not within a flood hazard area and the project would not result
in an alteration to the flow of flood waters, nor in the exposure of people or property to water-

related hazards.
As compared to existing conditions, the proposed project will not result in a change in absorption
rates, drainage patterns, and the rate and amount of surface runoff as the subject site is presently
improved by an existing pumping station facility of similar size as the proposed facility which is
to be constructed entirely below grade.
The proposed pumping station is designed to be built entirely below grade to a depth of 52'. The
elevation of the site at the proposed location is approximately 30' above sea level which will
necessitate additional design considerations. However, the project is not expected to change the
rate of flow of groundwater, nor will it result in a significant change in the quantity of
groundwater by cuts or excavations.
4. PLANT LIFE.
The site of the proposed pumping station is a predominantly graded parcel presently occupied by
an existing sewage pumping station and an auxiliary stand-by generator building which will be
replaced by a single structure. The 1996 MEA does not identify any sensitive biological resources
on or near the project site. Any new plant species which would be introduced to the project site
would be similar to other introduced species in the vicinity. The project will not have a significant
impact on plant life.
5. ANIMAL LIFE.
The proposed site for the pumping station is a predominantly graded parcel presently occupied by
an existing sewage pumping station which will be replaced The 1996 MEA does not identify any
sensitive biological resources on or near the project site. The project will not have a significant
impact on animal life.
6. ENERGY.
According to the 1996 MEA, both Southern California and The Gas Company expect to meet the
energy needs for expected future development within the City of Santa Monica. The proposed
project will not result in the use of a considerable amount of fuels or energy and would not result
in a significant increase in demand for existing energy supplies.
7. NA TURAL RESOURCES.
The project will not result in a significant increase in the rate of natural resource consumption nor
in a significant depletion of any nonrenewable natural resource.

8. NOISE.
The proposed sewage pumping station, which will replace an existing pumping station above
grade, will be built entirely below grade and will not have any ni..J:....;: impacts.
9. LIGHT AND GLARE.
The proposed project will be built entirely below grade and will not have any light and glare
impacts.
10. SHADOWS.
The proposed project will be built entirely below grade and will not have any shadow impacts.
11. RISK OF UPSET.
There are no explosive or hazardous substances associated with the operation of the proposed
sewage pumping station and will not interfere with any emergency response plan. The new facility
will have a complete bypass pumping capability in the event of an emergency with the operation
of the station.
12. HUMAN HEALTH.
The project will not result in any significant impact on health or :.calth care services.
13. POPULATION.
The proposed project is a replacement and upgrade of the existing sewage pumping facility to meet
current engineering standards designed to accommodate peak wet weather flows. Therefore, the
project will not result in a considerable change in the density, distribution, or growth rate of the
human population in the area. The project does not involve the relocation of persons, employment
or businesses.
14. LAND USE.
The proposed project is consistent with the Land Use Element of the General Plan and the
development and use standards contained in the Zoning Ordinance. The proposed land use does
not represent a significant impact or a considerable change to the present or planned land use as
the proposed project will entail the replacement of an existing sewage pumping station in the same
location.
The project will require the demolition and removal of the existing pumping station and generator
building. The following mitigation measures shall be incorporated as part of project approval to

ensure that any negative impacts resulting from the demolition of these structures are not
significant: 1) unsuitable materials will be transported and disposed at an appropriate disposal site
daily; 2) dust palliative will be applied during demolition to prevent wind erosion; 3) water trucks
as necessary to prevent wind erosion of soils and to control dust per SCAQMD Rule 403; and 4)
appropriate screening or construction fencing will be installed to control soil erosion.
15. HOUSING.
The proposed project will not create a significant demand for new housing and will not have a
significant adverse impact on the availability of rental housing in tile community.
16. RIGHT OF WAY.
The proposed project will not result in reduced lot area, access, off-street parking, or the creation
of an abrupt grade differential between public and private property.
17. TRANSPORTATION/CIRCULATION.
The proposed project will not result in any impacts to transportation or circulation except during
construction. The following mitigation measures will be incorporated as part of project approval
to ensure that no significant impacts on vehicular, bicycle and pedestrian movement occur in the
area during construction: 1) traffic control plans will be incorporated into the project plans to
reduce impacts, subject to review and approval of the City of Santa Monica Parking and Traffic
Engineer; 2) a staging and haul route must be approved by the City's Parking and Traffic engineer
prior to the beginning of each phase of grading, excavation and construction demonstrating that
trucks will not utilize residential streets as routes approaching or departing frum the site during
all phases of construction.
18. UTILITIES.
Information contained in the 1996 MEA indicates that the proposed project will not result in the
need for new systems, or major alterations to power or natural gas systems, communications
systems, water, sewer or septic tanks, storm water drainage, or solid waste disposal.
19. PUBLIC SERVICES.
As stated in the 1996 MEA, the fire and police departments expect no significant impacts to their
services from anticipated new development with the City. The proposed project, which replaces
the existing pumping station, will not have a significant effect on, or result in a need for new or
altered services in the areas of schools, parks or recreational facilities, maintenance of public
facilities, or other governmental services as no significant increases in the resident or workplace
population result from the project. ..

20. CONSTRUCTION EFFECTS.
The proposed construction of the pumping station will have construction effects that will be
necessary to mitigate to a level of insig:::5.cance.
Due to the location and scope of the pumping station project, the construction schedule is planned
to prevent a serious negative impact on the residential construction project immediately adjacent
to the subject site - Project New Hope. Project New Hope's facility will serve seriously ill, very
low-income households with HIV/AIDS. The construction schedule for this project has been
developed in coordination with Project New Hope. It is critical that completion of the pumping
station structural shell and deep piping components occur prior to the completion of the foundation
of the Project New Hope structure.
Significant negative impacts will occur if tl,e pumping station work starts after the completion of
the Project New Hope foundation, including damage to the foundation due to differential settling
resulting from the de-watering work necessary for the pumping station shell. In addition,
construction activities at the pumping station should be simultaneous with those at Project New
Hope in order to ensure completion of construction a~tivities at the pumping station before
residents have moved in to Proj"'':;l New Hope.
The following mitigation measures shall be incorporated as part of project approval to mitigate
the negative effects of projeCt-related construction activities to a level of insignificance: 1) prior
to the issuance of the building permit for the pumping station, the City will finalize a letter of
understanding with Project New Hope ~~at includes the final coordinated construction schedule
to ensure mitigation of construction effects to a level of insignificance. The letter will be subject
to the review and approval of the Director of Planning; 2) electrically operated equipment in lieu
of diesel powered equipment will be util:ze,d to reduce noise-related and air quality-related short-
term construction impacts; 3) work will be barricaded and screened from the public; and 3)
concurrent street cleaning will occur during construction hours. Construction-related traffic
'impacts are addressed in Paragraph #17 "Transportation/Circulation".
21. FISCAL EFFECTS.
The proposed project will be proportionately funded by the City of Los Angeles and the City of
Santa Monica with 85 % of the funding coming from Los Angeles. The City's 15 % share of the
funding was included as part of the FY 1996-1997 Capital Improvement Program and has been
rolled over into FY 1997-98..
22. RECREATION.
The proposed project will not impact the quality or quantity of existing recreational opportunities
as no significant increases in the resident or workplace population result from the project.

23. CULTURAL RESOURCES.
The City Historic Resources Inventory did not identify any historically significant structures on
the proposed locations of the project. However, because of the excavation necessary as part of
the construction of the pumping station, there is a remote possibility of uncovering unanticipated
subsurface features or artifacts. If such resources are encountered or suspected, work must be
halted immediately and a professional archeologist consulted, thereby mitigating the possibility
of a significant impact to a prehistoric resource. No prehistoric or historic buildings or structures
exist on the proposed location of the pumping station, and the proposed project will not affect any
unique ethnic cultural values. The project will not restrict existing religious or sacred land uses
within the potential impact area.
24. AESTHETICS.
The proposed project, a pumping station, will be built entirely below grade and will not have any
aesthetic impacts. The landscaping theme of the project will be incorporated with the planned
project adjacent to the subject site, a dry weather run-off and re-c1amation facility.
25. NEIGHBORHOOD EFFECTS.
Residential units are planned on the adjacent parcel to the south of the proposed location of the
pumping station. The facility, Project New Hope, will serve seriously ill, very low-income
households with HIV / AIDS. As discussed in paragraph #20 "Construction Effects", the scheduling
of the pumping station foundation work and structural shell to occur during the foundation work
at Project New Hope is critical to avoid impacting the future residents. Subsequent construction
activities and the operation of the facility will have no significant impacts on the adjacent
residences and the neighborhood as the pumping station will be entirely below-grade.
26. MANDA TORY FINDINGS OF SIGNIFICANCE
The proposed pumping station is not believed to have the potential to degrade the quality of the
environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife
population to drop below self-sustaining levels, threaten to eliminate a plant or animal community,
reduce the number or restrict the range of a rare or endangered plant or animal, or eliminate
important periods of California history or pre-history as the 1996 MEA does not identify any
sensitive biological resources on or near the project site and no prehistoric or historic buildings
or structures exist on the subject parcel. In addition, the project is not believed to have the
potential to achieve short-term, to the disadvantage of long-term, environmental goals nor have
individually limited but cumulatively considerable environmental impacts. The project, in fact,
will have long-term benefits as sewage spills will be minimized due to the increased reliability of

the pumping stationln handling sewage.
The project does not have the potential to create adverse environmental impacts on persons living
in the nearby residential areas as the proposed project will be built entirely below-grade.
