SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Santa Monica Firefighters, Local 1109, IAFF
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Santa Monica
Firefighters, Local 1109, IAFF.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Santa Monica Firefighters,
Local 1109, IAFF (Local 1109) expired on June 30, 2004. As per the terms and conditions
of the expired MOU, negotiations with Local 1109 to replace the expired MOU commenced
and resulted in the attached MOU. This new agreement has been ratified by the
membership of Local 1109.
This agreement provides for cost of living increases for FY2004-05 (2.4%), FY2005-06
(CPI, with a minimum of 2% and maximum of 4%) and FY2006-07 (CPI, with a minimum of
2% and maximum of 4%); an increase to the educational incentive bonus for degrees
obtained from an accredited college or university, effective FY2005-06 (additional cost of
approximately $104,000); establishment of an Urban Search and Rescue (USAR) bonus
(additional cost of approximately $99,000); and some minor economic and non-economic
changes.
BUDGET/FINANCIAL IMPACT
The total cost of the new contract terms for FY2004-05 is $261,400. Provision was made
in the FY2004-05 budget to accommodate the results of negotiations with bargaining units
and no appropriation is necessary.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the attached Memorandum of Understanding with the Santa Monica
Firefighters, Local 1109, IAFF.
