SR-700-006-04 Santa Monica, CA City Council Meeting 2-22-05 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Acceptance of the Supplemental FY 2004 Homeland Security Grant Awarded by the County of Los Angeles Office of Emergency Management and Appropriation and Budgetary Changes. INTRODUCTION This staff report recommends acceptance of a supplemental no-match grant in the amount of $82,024.37 to further enhance local homeland security efforts and make the necessary budget appropriations. This is an increase to previously approved homeland security grants funding and is included in the FY2004/05 budget. BACKGROUND The federal government is providing financial assistance to states through a variety of grants in an effort to improve local homeland security. The State of California Office of Homeland Security has designated the County of Los Angeles Office of Emergency Management (OEM) as the coordinating agency for all cities within Los Angeles County for the application and distribution of these grants. On September 14, 2004 City Council accepted $1,148,579 in FY2004 Homeland Security Grant funds. The purpose of this grant is to enhance the City?s capability to prevent and respond to incidents of terrorism, and to ensure the safety and security of our homeland. The Santa Monica Fire Department has served as the point of contact for 1 the Los Angeles County OEM and has coordinated with other city staff to ensure the homeland security needs of the City of Santa Monica are being addressed. Items approved under this grant address the needs identified by Fire, Police and Environmental and Public Works Management. DISCUSSION The FY 2004 State Homeland Security Grant provides funding for costs associated with updating and implementing each State's Homeland Security Strategy (SHSS) and to provide enhanced capability of State and local agencies to prevent and respond to incidents of terrorism. These funds will be used to replace an antiquated alerting and notification system in each Fire Station and the Training Facility. The homeland security grant program is 100 percent federally funded. There are no cost-share or match requirements associated with this funding. The program operates on a reimbursement basis. FINANCIAL/BUDGET IMPACT The following budget changes will be needed to record receipt of the grant funds and make them available for program use: 1) Increase budget for revenue account number 20312.406790 by $82,024.37; and 2) Appropriate $82,024.37 to Capital Improvement Project account #C200607.589000 (Urban Area Security Grant) 2 RECOMMENDATION It is recommended that City Council authorize the City Manager to accept the supplemental FY 2004 Homeland Security grant awarded by the by the County of Los Angeles Office of Emergency Management and approve the above appropriation and budgetary changes.
