SUBJECT: Award Purchase Order to Furnish and Deliver One 100-foot Tractor Drawn
Aerial Ladder Truck for the Fire Department and Appropriate Funds for the
Purchase
Introduction
This report recommends the City Council approve the emergency purchase of one 100-foot
Tractor Drawn Aerial Ladder Truck for the Fire Department from KME Fire Apparatus and
appropriate funds for the purchase, in the total amount of $783,798.85, including
applicable sales tax.
Background
The Fire Department requests approval of an emergency purchase for one tractor drawn
100-foot aerial ladder truck. This request provides for the replacement of a 1986 aerial
ladder truck which is no longer cost effective to maintain and failed a required annual
ladder inspection and certification test, thus rendering the aerial device inoperable.
Discussion
During the January 27, 2005 statutorily required ?third party? aerial ladder inspection and
certification test, the Fire Department?s 1986 ladder (Truck 2) was found to have

deficiencies severe enough to render its aerial device inoperable. This decertification
leaves the Fire Department with only one in-service aerial device. Truck 2 was scheduled
to be replaced as part of the Fire Department vehicle replacement program during FY
05/06, however this recent failure necessitates that it be advanced in the replacement
cycle and replaced as soon as possible.
Section 2.24.080 of the municipal code allows exception to competitive bidding when other
government agencies have already publicly bid the same equipment. The County of
Riverside recently bid this vehicle and selected KME Fire Apparatus. Section 2.24.100 of
the Code also allows Council to waive competitive bidding if the purchase is of urgent
necessity for the preservation of life, health, or property.
Budget/Financial Impact
Because this action was not contemplated until the 05/06 fiscal year, funds in the amount
of $783,798.85 need to be appropriated to account number C010480.589000.
Recommendation
It is recommended that the City Council waive competitive bidding and award the
emergency purchase of one tractor drawn 100-foot aerial ladder truck to KME Fire
Apparatus in the total amount of $783,798.85, including applicable sales tax, and
appropriate funds as described above.
