SUBJECT:Adoption of a Resolution Authorizing Application for Grant Funds Towards
Street Resurfacing Projects
Introduction
This report recommends that the City Council adopt the attached resolution authorizing
the City Manager to apply for Senate Bill 1346 Rubberized Asphalt Concrete Grant funds
in a total amount of $150,000 to offset the cost of three street resurfacing projects.
Background
Each fiscal year, the City Council authorizes funds for a street resurfacing program which
includes street resurfacing, slurry sealing, new curb ramps and bus pads, and repairs to
curbs, gutters and sidewalks.
For over a decade, the City has specified the use of asphaltic pavement and slurry seal
using recycled tires for its street resurfacing projects. This type of pavement is known as
?rubberized asphalt.? In addition to the environmental benefits, rubberized asphalt is
quieter, resists fading, and is more durable than traditional asphalt.

Discussion
The California Integrated Waste Management Board (CIWMB) receives an annual
appropriation from the California Tire Recycling Management Fund and administers the
Rubberized Asphalt Concrete Grant Program. The maximum award for this program in
fiscal year 2004-2005 is $50,000 per project, $150,000 per agency. Staff proposes to
apply for the maximum funds available towards three street resurfacing projects which are
scheduled in 2005/2006.
Budget/Financial Impact
If the grant is awarded, Council will be asked to increase revenue at account
20402.403470 by the grant amount and appropriate the award to account
C200152.589500.
Recommendation
Staff recommends that the City Council adopt the attached resolution authorizing the City
Manager to apply for Senate Bill 1346 Rubberized Asphalt Concrete Grant funds in the
amount of $150,000.
