Introduction
This report recommends the elimination of overnight preferential parking restrictions for

one block in Zone WW. The residents of the 2200/2300 block of 27 Street between
Pico Boulevard and Pearl Street have submitted a petition requesting the removal of the
current overnight preferential parking restrictions from their block.
Background
th
Residents of the 2200/2300 block of 27 Street between Pico Boulevard and Pearl
Street submitted a petition (72 percent participation) in September 2003 requesting a
reduction of their preferential parking restrictions. Current restrictions are ?Two hour
parking 8am-6pm, Monday-Saturday, and No parking 6pm-8am Daily, except by
permit.? Residents are requesting removal of the daily overnight restrictions from their
block. This block is part of Zone WW which includes streets both north and south of

Pico Boulevard, roughly bounded by 27 Street (south of Pico) and Yorkshire Avenue
(north of Pico) on the west, the Santa Monica Freeway on the north, Centinela Avenue
on the east, and Pearl Street on the south. Centinela Avenue and Pearl Street are not
included in this zone. See Attachment B, Vicinity Map.

Zone WW was implemented north of Pico in June 2000. The streets south of Pico (27
th
through 34 Streets) were added to Zone WW in April 2001. The 2200/2300 block of
th
27 Street is an R1 zone and consists solely of single-family residences, as does much
of Zone WW.

In April 2001, the Council added the first blocks south of Pico Boulevard (from 27 to
th
34 Streets) to the existing Zone WW. A key concern was that the late-night businesses
on Pico that affect residents to the north would also affect residents to the south. The
th
majority of late-night businesses are located east of 28 Street.
Pearl Street restrictions were also adopted in April 2001. The majority of Pearl Street
th
was added to prefererential parking zone H, which previously regulated only 30
th
through 34 Streets between Pearl Street and Ocean Park Boulevard. Zone H
restrictions generally are ?Two hour parking 9am-6pm daily, except by permit.? See
table in Attachment B, Vicinity Map.
Community Input

Residents in the immediate area (26, 27, and 28 Streets) and businesses (2600-
2800 Pico Boulevard) were invited to attend a neighborhood meeting in March 2004 to
th
discuss the existing preferential parking restrictions on 27 Street between Pico
Boulevard and Pearl Street. Staff received six e-mails supporting the petition effort, and
th
two e-mails opposing the effort. Eight residents (all of whom live on 27 Street)
attended the meeting. The attendees were split in their opinions about the overnight
restrictions on their block. Some feel that there is no purpose to the overnight

restrictions, that there is plenty of parking on the block, and that the restrictions serve
only to make it difficult to have visitors in the evenings after 6pm. The others feel that
the restrictions are needed, both to provide parking for residents and to keep the block
?safe and clean.? These residents stated that prior to overnight restrictions, non-
residents tended to use the street to store vehicles for many days at a time. It also
appears that there is a natural geographical split on the block?those residents closer to
Pearl Street want looser restrictions, while those closer to the business district on Pico
Boulevard tend to want greater restrictions.
Residents at the meeting listened closely to their neighbor?s often differing opinions.
One compromise solution suggested was to post ?No parking 2am-5am, except by
permit? on the block, to deal with non-resident storage of vehicles on the street. While
this is a creative idea, staff informed residents that these restrictions would be almost
impossible to enforce due to very limited overnight parking enforcement personnel, and
due to potential confusion created by this limited ?middle-of-the-night no parking?
restriction on only one block in the City. Furthermore, the existing and remaining two-
hour preferential parking restriction during the daytime should prevent vehicle storage
on the street. Comments from the neighborhood meeting are summarized in
Attachment C.

Recommendation for 27 Street in Zone WW
th
Staff recommends granting the petition on 27 Street by eliminating overnight
restrictions. Residents of seventy-two percent of the units on the block supported this
course of action.

It is recommended that the City Council:
Approve the attached resolution amending Preferential Parking Zone WW and
amending Resolution 9344 CCS (Resolution of the City Council of the City of Santa
Monica Re-Establishing Various Preferential Parking Zones) by replacing Exhibit A.

Budget/Financial Impact
The recommendation presented in this report does not have any budget or financial
impact.
CEQA Analysis
The proposed project has been determined to be categorically exempt from the
provisions of the California Environmental Quality Act (CEQA), pursuant to Article 19,
Section 15301 ( c ) which was recently amended to define Class 1 exempt projects in
the following way: "Class 1 consists of the operation, repair, maintenance, permitting,
leasing, licensing, or minor alteration of existing public or private structures, facilities,
mechanical equipment, or topographical features, involving little or no expansion of use
beyond that existing at the time of the lead agency?s determination. . ." This exemption
lists as an example of "existing facilities:" "( c ) Existing highways and streets,
sidewalks, gutters, bicycle and pedestrian trails, and similar facilities." Preferential
parking zones involve only the issuance of permits for the use of an existing public
street and include negligible or no expansion of this existing use.
