SR-604-001 (15) f:\person:misc/council\council71FY03-04 year end Santa Monica, California Council Meeting: November 23, 2004 TO: Mayor and City Council FROM: City Staff SUBJECT: Adoption of Resolution Establishing Various New Position Classifications and Salary Rates INTRODUCTION This report recommends that Council adopt the attached resolution establishing new position classifications and setting salary rates for those classifications. BACKGROUND The Santa Monica Municipal Code sets forth the process for establishing new position classifications and setting the salary rates for position classifications. The process includes the development of new classification specifications (job descriptions) and/or the revision of existing classification specifications by the Human Resources Department based on input from City departments. The classification specifications are presented to the Personnel Board for their review and approval. Interested parties can provide input to the Personnel Board at that time. Once the Personnel Board has approved the classification specifications, a salary resolution setting the salary rates for the various position classifications is presented to Council for adoption. The salary rates are based on external salary market data from comparable cities as well as internal equity factors. 1 DISCUSSION The attached resolution sets forth the salary rates for various new position classifications and adjusts the salary rates of some existing position classifications. Exhibit A lists the positions that are being deleted and/or added by various City departments and will be reflected in the revised FY2003-04 budget. The position changes listed for the Finance Department reflect a restructuring of the Revenue Division to increase operational efficiencies. For the Fire Department, the changes reflect the replacement of two rotational Battalion Chief positions with permanent position classifications to provide continuity in the administration of the Fire Department and the Fire Prevention Division. The changes for Environmental and Public Works Management reflect the addition of a permanent Civil Engineering Assistant based on the Matrix Study approved by Council on July 13, 2004; the restoration of two limited term Trades Intern positions to advance the objective of young adult employment; and the replacement of two permanent Custodian II positions with two permanent Custodial Crewleader positions to enhance supervisory oversight. For Human Resources, the changes reflect a restructuring of the employee benefits work unit to increase efficiency. The position changes for the Planning & Community Development Department reflect position changes to enhance customer service and the recommendations of the Matrix Study approved by Council on July 13, 2004. Salary increases are being implemented for three existing position classifications to ensure that a 15% salary differential is maintained between 2 department heads and the highest paid subordinate and a 5% salary differential is maintained between the Assistant City Manager and the highest paid department head. BUDGET/FINANCIAL IMPACT The recommendations presented in this report do not require additional appropriation as funds are available in the FY2004-05 Adopted Budget. RECOMMENDATION It is recommended that Council adopt the attached resolution establishing various new position classifications and salary rates.
