SR-505-008 (13) EPWM: CP: AA: DB: SL: H:\Staff Reports In Process\11_9\cc1896.DOC Council Meeting: November 23, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: First Modification to Agreement 8164 (CCS) with Brown and Caldwell for the Preparation of the Urban Runoff Management Plan Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a first modification to professional services agreement 8164 (CCS) with Brown and Caldwell regarding the Urban Runoff Management Plan for additional services in an amount not to exceed $50,000. Background In 1987, amendments to the United States Clean Water Act called for metropolitan areas to apply for municipal stormwater permits from the U.S. Environmental Protection Agency under the National Pollutant Discharge Elimination System (NPDES) program. The objective of the program is to reduce surface water pollution (oceans, lakes, rivers) that is caused by water runoff from streets, landscaped areas, parking lots, etc. To meet the requirements of the new NPDES Permit, the City is developing an Urban Runoff Management Plan (URMP). The URMP will result in decreased urban runoff through use of Best Management Practices (BMPs) and increased groundwater recharge. 1 Discussion Council awarded a professional services contract to Brown and Caldwell for the development of the URMP at its November 26, 2002 meeting in the amount of $192,500 including contingency. To date, Brown & Caldwell has: ? Conducted background research; ? Completed a hydraulic analysis of the City?s storm drain system; ? Updated the City?s GIS stormwater database; ? Developed a draft Urban Runoff Management Plan; and ? Assisted staff in identifying grant opportunities to reduce runoff. Stakeholders, including the City and County of Los Angeles, Santa Monica Bay Keeper, Tree People, Heal the Bay, North East Trees, Santa Monica Bay Restoration and the Los Angeles and San Gabriel Rivers Watershed Council, were introduced to the URMP at a workshop held in June, 2004. With assistance from Brown & Caldwell, the City would like to conduct a follow-up workshop in early January 2005. This workshop and follow-up with stakeholders will generate interest in the regional approaches presented and provide a base of information and support that should improve Santa Monica?s access to grant funding for implementation of the URMP. The additional workshop and follow up were not contemplated in the original scope of work and contract price. Although staff will be involved in much of the work effort, Brown and Caldwell will be needed to perform the following tasks: 2 ? Prepare and present technical information and exhibits for the workshop. ? Prepare technical studies resulting from the stakeholder input received at the workshop. ? Review of stakeholder comments on the draft and incorporate as appropriate into the final Urban Runoff Management Plan. Upon completion, the URMP will be a presented to Council for discussion and adoption. Staff is seeking authorization to increase Brown and Caldwell?s contract by a maximum of $50,000. The actual amount will largely depend on the work effort needed to respond to comments received at the workshop. Budget/Financial Impact Funds in the amount of $50,000 are available in account P340588.589000 ?Stormwater Systems Improvements?. With this modification, the total amount of the agreement with Brown and Caldwell will be $242,500. Recommendation Staff recommends that the City Council authorize the City Manager to negotiate and execute a first modification to Agreement 8164 (CCS) in an amount not to exceed $50,000.
