SR-500-006 (3) EPWM:CP:BJ:RB:/ICFConsulting.doc Council Meeting: September 28, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Amendments to Contract #127(CD) with ICF Consulting for Environmental Assessment and Remediation Activities at the City Corporation Yard INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute an amendment to Contract #127(CD) with ICF Consulting for additional environmental assessment and remediation activities at the City Corporate Yard in the amount of $54,990. BACKGROUND On September 12, 2000, the City Council approved funding in the amount of $2,207,233 for Contract #127(CD) with ICF Consulting to conduct environmental investigation and remediation services at the Airport, Big Blue Bus Yard, and the City Corporate Yard. On March 11, 2003, the City Council approved a contract modification in the amount of $230,000 for additional environmental services at the City Yard. On January 13, 2004, the City Council approved a contract modification in the amount of $341,370 to extend the existing agreement associated with environmental investigation and remediation services at the Big Blue Bus Yard and the City Corporate Yard. 1 DISCUSSION The proposed contract modification to 127(CD) with ICF continues the existing contractual relationship with ICF for environmental assessment and remediation services at the Corporate Yard through October 2004. This work includes remediation of subsurface contamination under the oversight of the Los Angeles Regional Water Quality Control Board. As part of its ongoing operations, the City undertakes environmental assessment, investigation, and monitoring activities of the Corporate Yard site. This requested authorization will extend these highly specialized and technical services during the period that staff re-bids and awards a new contract. The recommendation to extend this contract with ICF is based on their technical expertise and knowledge of the subject sites and will assure the continuation of required services without interruption. BUDGET/FISCAL IMPACT The contract amendment to 127(CD) totals $54,990. Funds for the scope of services at the Corporate Yard are available in the amount of $54,990 in CIP Account No. C250020.589000. RECOMMENDATIONS This report recommends that the City Council authorize the City Manager to negotiate and execute an amendment with ICF Consulting to Contract #127(CD) 2 in the amount of $54,990 for extending the existing agreement associated with environmental investigation and remediation services at the City Corporate Yard.
