SUBJECT: Resolution Authorizing the City Manager to Execute a Memorandum of
Understanding with the Supervisory Team Associates
INTRODUCTION
This report requests that Council adopt the attached Resolution authorizing the City
Manager to execute a Memorandum of Understanding (MOU) with the Supervisory Team
Associates.
BACKGROUND
The current Memorandum of Understanding (MOU) with the Supervisory Team Associates
(STA) expired on June 30, 2004. As per the terms and conditions of the expired MOU,
negotiations with STA to replace the expired MOU commenced and resulted in the
attached MOU. This new agreement has been ratified by the membership of STA.
This agreement is a two-year contract from July 1, 2004 through June 30, 2006. The
agreement provides for a 2.4% cost of living increase for FY2004-2005 based on the April
to April CPI for Los Angeles-Riverside-Orange County; a cost of living increase for
FY2005-2006 if another City bargaining unit should receive a cost of living adjustment,
with STA receiving the same percentage increase; the transfer of specified job
classifications to other City bargaining units as of June 30, 2004; and makes some minor
non-economic changes.
BUDGET/FINANCIAL IMPACT
Funds are already included in the budget for FY2004-2005 to cover any costs associated
with this agreement.
RECOMMENDATION
It is recommended that Council adopt the attached Resolution authorizing the City
Manager to execute the Memorandum of Understanding with the Supervisory Team
Associates.
