SR-502-010-02 EPWM: CP:AA:DB:EC:.. \Staff Reports In Process\cc1950.doc Council Meeting: September 28, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Contract for Franklin Street Reservoir Roof Strengthening Introduction This report recommends that City Council award a construction contract for strengthening of the Franklin Street Reservoir Roof to Denboer Engineering and Construction, Inc., the best bidder, in the amount of $279,500 and approve a contingency amount of $27,950 (10%). Background The City Council appropriated funds in fiscal year 2004 to structurally rehabilitate the roof slab of the Franklin Street Water Reservoir, which was built in the late 1940?s. The pavement on top of the Reservoir shows signs of distress and has inadequate steel reinforcement. Discussion A Notice Inviting Bids for the construction contract was published on July 15 and 17, 2004 in The Los Angeles Times and the F.W. Dodge newsletter. Six contractors requested bid packages and the City Clerk's office received four sealed bids, which were publicly opened on August 5, 2004 by the Deputy City Clerk. 1 The bids received for this project are as follows: Denboer Engineering & Construction, Inc. $279,500 G.B. Cooke, Inc. $321,000 R.J. Bullard Construction, Inc. $342,750 Spiess Construction Co., Inc. $355,000 City Engineer's Estimate $360,000 The best bidder, Denboer Engineering & Construction, Inc. supplied the City with four references, all of which reported that the contractor's work quality was good and that the work was completed in a timely and cost efficient manner. Denboer Engineering & Construction, Inc. recently successfully completed repair work on the Lido Isle Bridge in Newport Beach, the Foothill Reservoir and Retaining Wall in the City of Tustin and the Mole Pier South, for Department of the Navy. Staff also contacted the Center for Contract Compliance and found Denboer Engineering & Construction, Inc. in good standing and capable of handling labor compliance issues. The California Contractors? State License Board verified that the Contractor's license is active and in good standing. Budget/Financial Impact FUNDS REQUIRED: Contract $279,500 Contingency $ 27,950 Total Required $307,450 Funds, in the amount of $307,450 are available in the account C250868.589000, 2 ?Franklin Reservoir Rehabilitation? Recommendation Staff recommends that the City Council: 1. Award a construction contract for the Franklin Street Reservoir Roof Strengthening project toDenboer Engineering & Construction, Inc., the best bidder, in the amount of $279,500 and approve a contingency amount of $27,950; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
