SR-850-005-01 (26) F:\FINANCE\PURCH\STFRPTS\SRBDLIBRARYSHELVING.DOC Council Meeting: September 28, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Award of Purchase Agreement to Yamada Enterprises for Main Library Book Shelving Introduction This report recommends the City Council award a Purchase Agreement to Yamada Enterprises to furnish book shelving for the new Main Library in a total amount not to exceed $309,635, including applicable sales tax, and a 5% contingency for items that may be needed once move-in and installation proceed. Background The book shelving is for the new Main Library which is scheduled for completion in Fall of 2005. This purchase is occurring now due to the need to lock-in pricing with vendor prior to the end of September 2004. Due to an international shortage of steel, the pricing would increase at the end of September. Vendor will guarantee pricing at today?s market price, yet not deliver until the City is prepared to install the book shelving. Discussion Ordinance Number 1998 (CCS), Section 5, Chapter 2.24, Section 2.24.080 (b) of the Santa Monica Municipal Code allows exception to competitive bidding when goods or 1 services have been competitively bid by another federal, state or county government. Yamada Enterprises pricing is based on GSA Contract #GS-28F-0017M, effective 2/15/02 through 2/14/07, which was competitively bid by the federal government. Staff has evaluated the quotation submitted by Yamada Enterprises and finds that it meets City specifications. Budget/Financial Impact Budget authority for this purchase is in the Capital Improvement Budget account number C010491.589000, ?Library Expansion & Renovation?. Recommendation It is recommended that City Council award a Purchase Agreement to Yamada Enterprises in an amount not to exceed $309,635, including applicable sales tax.
