SR-505-101-03 EPWM: CC: AA: BZ.. \Desktop\Staff Reports In Process\CC1765-CO5_1.DOC City Council Meeting: September 14, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Modification to Contract Number 8157 (CCS) with BRH Garver-West Inc. for the Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration Project Introduction This report recommends that the City Council approve an increase of $100,000 to contract number 8157 (CCS) with BRH Garver-West, Inc., for the Ocean Avenue and Main Street sewer rehabilitation and Main Street roadway restoration project. This cost will be submitted to the Federal Emergency Management Agency (FEMA) for reimbursement. Background After the Northridge Earthquake of January 17, 1994, the City initiated a citywide inspection program of the sewer system to identify the locations that were damaged and requested that the Federal Emergency Management Agency (FEMA) and the State?s Office of Emergency Services (OES) approve funds for repair work. The City subsequently accepted a Grant Acceleration Program (GAP) offer from FEMA in the amount of $78 million for the repair of the earthquake damaged sewer system throughout the City, and has been engaged in sewer repair work over the past 8 years. 1 Discussion The Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project included the lining of portions of the 30-inch through 39-inch diameter sewer mains, the rehabilitation of sewer maintenance structures in Colorado Avenue, Ocean Avenue, Pico Boulevard and Main Street plus the repaving of Main Street from Pico Boulevard to the southerly City limit. On November 12, 2002, City Council awarded a contract in the amount of $5,398,360, including contingency, for the construction of the Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project. Council subsequently increased the authorization to $5,773,360 for additional roadway work. During the course of construction, the construction phasing of the work was changed to minimize disruption to the Main Street merchants and commuters, extending the construction duration of the sewer lining portion of the project. This change necessitated the contractor to extend the duration of time for which specialized equipment had to be used to complete the project by July 4, 2003. The additional costs resulting from these changes in the project?s phasing and from the additional days the specialized sewer lining equipment had to be on site is $187,490.22, of which all but $100,000 is available in previously approved contingencies. Thus, an increase of $100,000 in available funding is necessary. These cost increases are separate from and in addition to other cost increases previously authorized for this project. 2 At this time, all rehabilitation of the sewer system has been completed, and it is now necessary to make final payment to the City?s contractor for this project. Following this payment, the City can compile total sewer rehabilitation costs and make application for final reimbursement by FEMA. Budget/Financial Impact Funds in the amount of $100,000 are available in earthquake recovery account E1334M000 ?Sewer Project 4 ? Main? and qualify for reimbursement by FEMA. Recommendation Staff recommends that the City Council: 1. Approve an increase to Contract Number 8157(CCS) with BRH Garver-West, Inc., in an amount not to exceed $100,000 for the Ocean Avenue and Main Street Sewer Rehabilitation and Main Street Roadway Restoration project; and 2. Authorize the City Engineer to execute a final Change Order with BRH Garver- West, Inc. for the additional project costs.
