SR-506-003-07 (7) EPWM: CP:AA:DB:JC:.. \Desktop\Staff Reports In Process\cc1948.doc Council Meeting: September 14, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Construction Contract for the FY2004 Street and Park Lighting Project Introduction This report recommends that City Council award a construction contract for the FY2004 Street and Park Lighting project toSteiny and Company, Inc., the best bidder, in the amount of $1,424,152 and approve a contingency amount of $142,415 (10%). Discussion The City Council appropriated funds in fiscal year 2003-2004 to replace deteriorated series electrical circuits and lighting on streets with modern, reliable, multiple circuits and lighting fixtures. This is a multi-year project to modernize lighting throughout the City. The following locations have been identified as priorities for upgrade at this time: ? Ocean Avenue from Montana Avenue to Colorado Avenue ? California Avenue from Ocean Avenue to Seventh Street ? Fifth Street from Wilshire Boulevard to Colorado Avenue ? Wilshire Boulevard from Sixth Court to Twelfth Court ? Santa Monica Boulevard from Sixth Court to Twelfth Court ? Colorado Avenue from Ocean Avenue to Sixth Street 1 ? Michigan Avenue from Seventh Street to Lincoln Boulevard ? Douglas Park ? Marine Park ? Clover Park ndrdth Since 2000, portions of 22 Street, 23 Street, 24 Street, Adelaide Drive, Ocean Front Walk and Wilshire Boulevard as well as Goose Egg and Memorial Parks were upgraded with new lighting. A Notice Inviting Bids for the construction contract was published on June 24 and 26, 2004 in The Los Angeles Times and the F.W. Dodge newsletter. Five (5) contractors requested bid packages and the City Clerk's office received three (3) sealed bids, which were publicly opened on July 28, 2004 by the Deputy City Clerk. The bids received for this project are as follows: Steiny and Company, Inc. $ 1,424,152 C.T.&F., Inc. $ 1,483,373 Taft Electric Co. $ 1,982,943 City Engineer's Estimate $ 1,600,000 The best bidder, Steiny and Company, Inc. supplied the City with six references, all of 2 which reported that the contractor's work quality was good and that the work was completed in a timely and cost efficient manner. Steiny and Company, Inc. recently completed projects for the Los Angeles County Department of Public Works (Golden Springs), City of Los Angeles (San Diego Freeway Corridor), and The Newhall Land and Farming Company (Juniper & Silver Aspen Way). City staff contacted the companies and agencies representing these projects and all respondents reported that the contractor's work quality was satisfactory and that work was completed in a timely and cost efficient manner. Staff also contacted the Center for Contract Compliance and found Steiny and Company, Inc. in good standing and capable of handling labor compliance issues. The California Contractors? State License Board verified that the Contractor's license is active and in good standing. Budget/Financial Impact FUNDS REQUIRED: Contract $1,424,152 Contingency $ 142,415 Total Required $1,566,567 Funds in the amount of $1,566,567 are available in account C010724.589000, ?Street & Park Lighting Retrofit.? Recommendation Staff recommends that the City Council: 3 1. Award a construction contract for the FY2004 Street and Park Lighting Project to Steiny and Company, Inc., the best bidder, in the amount of $1,424,152 and approve a contingency amount of $142,415; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work within budget authority.
