SUBJECT: Resolution accepting a grant to fund participation in the California
Enforcement of Underage Drinking Laws-Community Trials Enforcement
Project, authorizing the City Manager to execute the related grant
agreement, and approving related budget changes and appropriations
INTRODUCTION
This report recommends the City Council adopt a resolution accepting a $99,492 grant
award from the California Department of Alcoholic Beverage Control (ABC), authorize
the City Manager to execute the related grant agreement with ABC, and approve the
grant-related budget changes and appropriations specified herein. The grant will fund
the City of Santa Monica?s participation in a multi-year enforcement and coalition
program titled the California Enforcement of Underage Drinking Laws-Community Trials
Enforcement Initiative (EUDL).
BACKGROUND
The City of Santa Monica is one of six randomly selected California communities that
were invited to participate in a national project designed to help states create effective
means of reducing alcohol availability to minors and consumption of alcohol beverages
by minors. The California Department of Alcoholic Beverage Control (ABC) and the
San Diego State University Foundation were awarded discretionary funds for the

Community Trials Initiative by the California Office of Traffic Safety (OTS) using funding
provided by the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP).
The six California communities randomly selected to participate in the project are
Manteca, Novato, Redding, San Luis Obispo, Santa Monica, and Visalia. Six other
communities will serve as control sites for the study project.
DISCUSSION
The overall goal of the California EUDL Initiative is to prevent underage alcohol access
through development of appropriate alcohol policies, enforcement of underage drinking
laws, and the strengthening of community norms about underage drinking. Special
emphasis will be placed on enforcing underage drinking and driving under the influence
laws. Acceptance of the ABC grant will allow training of law enforcement personnel,
policy-makers, youth, and community representatives in the most effective and efficient
ways of preventing underage drinking. Community involvement will be a major
emphasis within the grant program.
The grant will fund overtime costs for additional enforcement, equipment, and
educational materials and services. ABC will reimburse the City for grant project
expenses upon receipt of periodic reimbursement requests from the City. No City
matching funds are required to obtain the grant funding.

BUDGET/FINANCIALIMPACT
The following budget changes will be needed to record receipt of the ABC grant funding
and to make it available for program use:
1. Establish a budget of $99,492 in revenue account number 20304.403520.
2. Appropriate the following amounts to the indicated expenditure budget accounts:

The grant period will be spread over two fiscal years (FY2004-05 and FY2005-06).
RECOMENDATION
It is recommended that the City Council:
Adopt a resolution accepting the California Department of Alcoholic Beverage

Control grant funds in the amount of $99,492,
2. Authorize the City Manager to execute a grant agreement with ABC for the
purpose of receiving the grant funds and implementing the California
Enforcement of Underage Drinking Laws-Community Trials Enforcement Project
in Santa Monica, and
3. Appropriate funds and approve other budget changes, as described above.
