SR-603-001 (9) PE:ATA & PALSSU MOU?s; EPP.stfrpt.2004-2005 Santa Monica, California Council Meeting: August 10, 2004 TO: Mayor and City Council FROM: City Staff SUBJECT: Adoption of Resolutions Authorizing the City Manager to Execute Memoranda of Understanding with the Administrative Team Associates and the Public Attorneys? Legal Support Staff Union and a Resolution Amending the Executive Pay Plan INTRODUCTION This report requests that Council adopt the attached Resolutions authorizing the City Manager to execute respective Memoranda of Understanding with the Administrative Team Associates and the Public Attorneys? Legal Support Staff Union and a Resolution amending the Executive Pay Plan. BACKGROUND The Memoranda of Understanding with the Administrative Team Associates (ATA) and Public Attorneys? Legal Support Staff Union (PALSSU) expired on June 30, 2004. Per the terms and conditions of each agreement, negotiations with ATA and PALSSU for successor Memoranda of Understanding commenced and resulted in new agreements that have been ratified by the respective memberships of ATA and PALSSU. The two agreements are one-year contracts effective July 1, 2004 through June 30, 2005. 1 Each of the agreements provides for a cost of living increase of 2.4% for FY2004-2005 and makes some minor non-economic changes. Effective July 1, 2003, the ATA agreement also provides for a monthly skill pay bonus of $165 per month for Senior Plan Check Engineers who, during FY2003-2004, held a Professional Engineer license issued by the State of California and then deletes the skill pay bonus as of June 30, 2004, with the bonus being rolled into the base salary in effect for Senior Plan Check Engineer as of June 30, 2004. The Executive Pay Plan is being amended to provide for a cost of living increase of 2.4% for FY2004-2005; grant the City Manager the authority to establish a salary differential not to exceed 15% between the compensation of a department head and his/her highest paid subordinate and a salary differential not to exceed 5% between the compensation of the Assistant City Manager and the highest paid department head; and incorporates into the Executive Pay Plan as management incentive pay the car allowance currently received by members of the Executive Pay Plan. BUDGET/FINANCIAL IMPACT Funds are already included in the budget for FY2004-2005 to cover any costs associated with the agreements with ATA and PALSSU and the revisions to the Executive Pay Plan. RECOMMENDATION It is recommended that Council adopt the attached Resolutions authorizing the City Manager to execute the new Memoranda of Understanding with the Administrative Team 2 Associates and the Public Attorneys?
