SR-505-004 (13) EPWM: CC; AA; JS;SL.F:\DATA\SPFILES\SP1877\Staff Reports\CC1877B&MD AM.DOC City Council Meeting: July 9, 2002 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT:Modification to Agreement 7995 (CCS) with Burns & McDonnell for the Wilshire Boulevard and Montana Avenue Storm Drain Diversions Introduction This report recommends that the City Council authorize the City Manager to negotiate and execute a Modification to Agreement 7995 (CCS) with Burns & McDonnell in an amount not to exceed $29,000. Discussion One of the City?s long-term urban runoff objectives is to have a best management practice (BMP) system in place for each Santa Monica storm drain so that all dry weather urban runoff receives treatment that reduces pollution of Santa Monica Bay. The design of the BMP for the Montana and Wilshire storm drains will divert all dry weather runoff and the first flush of major storms to the Coastal Interceptor Sewer. Council awarded a professional services contract to Burns & McDonnell for the design of the BMP at its August 14, 2001 meeting. While investigating the existing field conditions at the Montana Avenue storm drain, excessive seasonal flows and trash were encountered, requiring the consultant to carry out 1 additional pumping and disposal, in order to gain access to the interior of the storm drain for inspection purposes. Total cost for these unanticipated expenses beyond the original scope of work amounts to $29,000. Budget/Financial Impact Funds in the amount of $29,000 are available in account C34058801.589000, ?Stormwater Systems Improvements.? With this modification, the total amount of the contract will be $113,726. Recommendation Staff recommends that the City Council: 1. Authorize the City Manager to negotiate and execute a Modification to Agreement 7995 (CCS) in an amount not to exceed $29,000; and 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instructions on change orders.
