SR-700-001-05 (3) F:\FINANCE\PURCH\STFRPTS\SRBDAMBULANCE.DOC Council Meeting: June 22, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Recommendation to Award Purchase Agreement to Lifeline Ambulance, Inc. to Furnish and Deliver One Ambulance Introduction This report recommends award of a purchase agreement to Lifeline Ambulance, Inc. to furnish and deliver one ambulance for the Fire Suppression Division of the Fire Department, in the total amount of $129,810.15, including applicable sales tax. Background The Fire Department currently has three identical Paramedic Ambulances in the fleet, maintaining two units in service twenty-four hours a day with the third unit held in reserve in the event of a mechanical breakdown or a peak need that would call for an additional response unit. The requested Paramedic Ambulance will replace a 1996 model that is currently assigned as the ?reserve? unit and is consistent with the established replacement criteria established for Fire Department Emergency Response Apparatus. Emergency response apparatus are configured identically to reduce training time and standardize equipment inventories and storage locations so that field personnel do not have to relearn storage cabinet configuration each time they work from a different unit. 1 Discussion San Diego North County Fire Protection District recently did a competitive bid for ambulances and awarded the bid to Lifeline Ambulance, Inc. Ordinance Number 1743 (CCS), Section 5, paragraph 2.24.080 (b) of the Santa Monica Municipal Code allows exception to competitive bidding when goods or services have been competitively bid by another federal, state, county, city, or special district agency. Lifeline Ambulance, Inc.?s pricing is based on the San Diego North County Fire Protection District Purchase Order Number 1380. Budget/Financial Impact Budget authority for this purchase agreement is in the Capital Improvement Budget, account number C010480.589000, ?Fire Emergency Response Apparatus Replacement Program?. Recommendation It is recommended that City Council award a purchase agreement to Lifeline Ambulance, Inc. in the total amount not to exceed $129,810.15, including applicable sales tax.
