SR-850-005-01 (25) F:\FINANCE\PURCH\STFRPTS\SRBDLIBRARYPARKING.DOC Council Meeting: June 8, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Authorize the City Manager to Negotiate and Execute a Contract for the Acquisition and Installation of Parking Equipment for the Main Library Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a contract with Sentry Control Systems to furnish, deliver, and install parking equipment for the Main Library in a total amount not to exceed $240,123.76, including applicable sales tax. Background The Main Library is scheduled for completion in Fall of 2005 and includes a 530 vehicle subterranean garage. The City has standardized its parking equipment in all structures, using SkiData equipment. Standardization makes data collection and maintenance efficient and accurate. Some economies of scale are realized in using equipment that is purchased and serviced by the same vendor, including common replacement parts, faster service response time, and volume discounts. Sentry Control Systems is the sole provider of the SkiData parking system. 1 Discussion Ordinance Number 1743 (CCS), Section 5, paragraph 2.24.080 (a) of the Santa Monica Municipal Code allows exception to competitive bidding when goods are purchased from a sole provider. Staff has evaluated the quotation submitted by Sentry Control Systems and finds that it meets City specifications. Budget/Financial Impact Budget authority for this contract is in the Capital Improvement Budget, account number C010491.589000, ?Library Expansion & Renovation?. Recommendation It is recommended that City Council authorize the City Manager to negotiate and execute a contract with Sentry Control Systems in the total amount not to exceed $240,123.76, including applicable sales tax.
