Introduction This report recommends the City Council authorize a reward as an incentive to provide information or evidence to the Police Department leading to the arrest and conviction of any person(s) responsible for the homicide of Jalonnie Carter that occurred in this City on September 2, 2003. Discussion On September 2, 2003, at 5:40 P.M., a homicide occurred in the 1800 block of th 20 Street in the City of Santa Monica. Despite Police Department efforts to identify and arrest the suspect, he/she has not been identified. A $25,000 reward would provide an incentive to give information or evidence leading to arrest and conviction. Budget/Fiscal Impact A reward of $25,000 for this purpose is available at account number 01274.544390 and would not apply to other criminal investigations. Payment would be contingent on the arrest and conviction of person(s) responsible for the crime.
