SR-901-001-04 (4) RM:Housing:JM:BM:EAC\F:\HOUSING\SHARE\Word\Staff Reports\Mt View Infrastructure.doc Council Meeting: January 27, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Professional Services Agreements with Nancy Lewis Associates, Inc. and Mecky Myers and Associates; and Designations to Carry Out Necessary and Appropriate Tasks for the Planning of Infrastructure Improvements and Continued Operations at the City Owned Mountain View Mobile Home Park Introduction This report recommends that the City Council, on behalf of the City as owner of the Mountain View Mobile Home Park, take the actions outlined in this report to plan Park improvements as well as ensure the viability of its ongoing operations. The proposed actions include 1) authorizing the City Manager to negotiate and execute professional services agreements with Nancy Lewis Associates, Inc., in an amount not to exceed $79,500, and Mecky Myers and Associates, in an amount not to exceed $88,500, to provide development and relocation consulting services respectively; and 2) authorizing the City Manager or her designees to carry out necessary and appropriate tasks for the planning of infrastructure improvements and continued operations at the Park, subject to all existing legal authority. Background Mountain View is a mobile home park consisting of 105 spaces, of which 84 are currently occupied. The Park is located at 1930 Stewart Street. On December 22, 2000, the City purchased the Park along with 36 mobile home units as part of a legal settlement with the 1 prior owner to preserve the mobile home park for affordable housing. The Park encompasses approximately five acres of land with an aged infrastructure in need of modernization. The City has undertaken a number of interim measures to improve conditions at the Park, including: 1) the establishment of an emergency vehicle access road at the rear of the Park; 2) the implementation of off-street parking on vacant spaces to keep roadways passable; and 3) the installation of a fire hydrant just outside the Park at the rear. Other temporary measures include the installation of balusters to protect individual propane tanks from cars, the removal of those units acquired by the City which are substandard, amelioration of overcrowding conditions by relocating families to other units within the Park, and repairs to City owned mobile homes as needed. Development Description The City is in the preliminary planning stages of a major Park improvement program that will allow all existing households to stay in the Park, and that will bring the existing Park up to current standards. Resident participation has been an important part of the long range planning process, including the development of a preliminary Park reconfiguration plan. Proposed upgrades are anticipated to include new infrastructure (that is electrical, water, sewer, natural gas, roadways), and a multi-purpose building (office, laundry, clubhouse) in a reconfigured Park. Newly configured spaces would have all necessary hookups such that current day manufactured housing units can be installed. Improvements are expected to be made over time in approximately five to seven phases. During the course of the development, temporary relocation of some tenants on-site will be required. 2 In addition to the previously described infrastructure improvements, the development of a City sponsored duplex product is under consideration. The duplex approach provides a creative way to accommodate a greater number of households on a limited site while complying with current standards. In consultation with manufactured housing professionals and Park residents, the City will explore sponsoring the design, factory production, delivery, and installation of two and three bedroom single-wide duplex units. Based on current estimates, it is possible that about one third of the residents could benefit from such a program by replacing their mobile home with a new duplex unit. To create opportunities for home ownership, a City homebuyer assistance program will be investigated and if feasible, presented to Council for approval. Implementation A competitive process has been used to identify the best qualified professionals to assist the City. In December 2002, requests for proposals (RFPs) were distributed to firms with relevant development and relocation expertise. After a careful review of the proposals received, finalists were selected as recommended below. Recommendations for construction management, architectural services, mobile home design and related assistance with remaining tasks will be presented to the City Council as required. Professional Services Agreements After reviewing proposals submitted in response to a request for proposal (RFP) process for development and relocation expertise, staff determined that Nancy Lewis Associates, Inc. and Mecky Myers and Associates were the best qualified firms. 3 Nancy Lewis, firm principal of Nancy Lewis Associates, Inc., is uniquely qualified to provide guidance and direction with respect to the financing, regulatory aspects and development of affordable housing. With more than 18 years experience in the housing and community development field, Ms. Lewis has arranged financing for or has assisted with the development of more than 1,300 units of affordable housing. Her experience includes developing, implementing, and managing housing programs for government and nonprofit agencies. The firm?s familiarity with Santa Monica development issues, its nearby West Los Angeles location, and staff capacity to complete the assignment on a timely basis provides the best opportunity for successful development completion. Mecky Myers, firm principal of Mecky Myers and Associates, is well qualified to develop the resident component of mobile home park rehabilitation plans. Her areas of involvement would include working closely with residents to evaluate individual circumstances, counseling residents on available on-site housing options, and facilitating resident cooperation during a potential multi-phased rehabilitation schedule. With more than 25 years of experience in the relocation field, Ms. Myers has conducted over 25,000 successful relocations in commercial, industrial, residential and mobile home park settings. Her experience includes managing relocations for nonprofit agencies and municipal governments, including Oxnard, San Diego, and Fairfield. In addition to Ms. Myers? technical expertise, she is very familiar with the special challenges associated with mobile home park relocation projects. The firm?s familiarity with mobile home park relocation issues, nearby Redondo Beach location, strong emphasis on resident relations and individualized counseling, and staff capacity to complete the assignment will greatly enhance the rehabilitation process. 4 Budget/Financial Impact Budget authority is available in the Housing Division account number C14037703.589000.
