SR-800-001-08 EPWM:CP:BJ:RB:/ICFConsulting.doc Council Meeting: January 13, 2004 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Amendments to Contracts #115(CD) and #127(CD) with ICF Consulting for Underground Storage Tank Management Activities at Santa Monica Airport and for Environmental Assessment and Remediation Activities at the Big Blue Bus Yard and the City Corporation Yard INTRODUCTION This report recommends that the City Council authorize the City Manager to negotiate and execute contract amendments with ICF Consulting as follows: an amendment to Contract #115 (CD) in the amount of $18,916 for completion of modifications to the fueling system at American Flyers located at the Santa Monica Municipal Airport and an amendment to Contract #127(CD) for additional environmental assessment and remediation activities at the Big Blue Bus Yard in the amount of $244,870 and at the City Corporate Yard in the amount of $96,500. BACKGROUND On October 13, 1998, the City Council approved funding in the amount of $1,707,618 for Contract #115(CD) with ICF Consulting to conduct underground storage tank upgrades at the Airport, Corporate Yard and Fire Station Three. In 1 addition, the contract included funding for subsurface investigation and remedial activities at Fire Station Three and the Airport. Since 1999, the City Council approved various modifications totaling $489,166 for additional underground tank upgrade activities at Fire Station Three, for an expanded scope of environmental investigation and remediation services at the Airport and for surface improvements at American Flyers and for removal of an underground storage tank during the installation of the new sewer line underlying Pacific Coast Highway. On September 12, 2000, the City Council approved funding in the amount of $2,207,233 for Contract #127(CD) with ICF Consulting to conduct environmental investigation and remediation services at the Airport, Big Blue Bus Yard, and the City Corporate Yard. On March 11, 2003, the City Council approved a contract modification in the amount of $230,000 for additional environmental services at the City Yard. To date, the contract with ICF Consulting totals $2,335,236 for the original three remediation projects. DISCUSSION During removal of the existing underground storage tank at American Flyers, soil contamination was discovered that required special handling. In addition, a significant storm event occurred during installation of the new underground storage tank that necessitated additional erosion control measures. As a result, 2 additional tasks are required to be incorporated into the scope of work for 115(CD). The soil contamination and erosion control change order amendments total $18,916. The proposed contract modification to 127(CD) with ICF also continues the existing contractual relationship with ICF for environmental assessment and remediation services at the Big Blue Bus Yard and the Corporate Yard through July, 2004 for a total contract value of $2,781,600. This work includes remediation of subsurface contamination under the oversight of the Los Angeles Regional Water Quality Control Board, as well as investigation activities associated with planned improvements. As part of its ongoing operations, the City undertakes environmental assessment, investigation, and monitoring activities of the Corporate Yard site. This requested authorization will further the highly specialized and technical services that are associated with the operation of various facilities at this location. The recommendation to extend this contract with ICF is based on their technical expertise and knowledge of the subject sites. BUDGET/FISCAL IMPACT The proposed contract amendment to 115(CD) totals $18,916. Contingency funds from previous Council authorization for this project are available in the amount of $865 and additional funds are available in the amount of $18,050 in the Airport Fund Underground Tank Management Account C33002000.589000. 3 The contract amendment to127(CD) totals $341,370. Funds for the scope of services at the Big Blue Bus Yard are available in the amount of $244,870 in the Big Blue Bus Fund Account C41010704.589000. Funds for the scope of services at the Corporate Yard are available in the amount of $96,500 in CIP Account #C25002004. RECOMMENDATIONS This report recommends that the City Council authorize the City Manager to negotiate and execute amendments with ICF Consulting to Contracts #115(CD) in the amount of $18,916 for changes associated with the underground storage tank installation and removal at American Flyers located at the Santa Monica Municipal Airport and Contract #127(CD) in the amount of $341,370 for extending the existing agreement associated with environmental investigation and remediation services at the Big Blue Bus Yard and the City Corporate Yard.
