Subject: Supplemental information related to Council Agenda Item 1-C:
Award of Professional Services Agreement for the Design of the
Fluoridation and Riviera Reservoir Booster Pump Station
DISCUSSION
Based on initial estimates of project cost, the California Dental Association
Foundation (CDAF) has provided a grant to the City of Santa Monica in the
amount of $440,000 for design and capital costs associated with the City?s
fluoridation project. Grant funds are not available to pay for ongoing operation
and maintenance costs associated with the project, which are now estimated to
be $75,000 annually.
Current construction cost estimates for the project are as follows:
Preliminary design report $63,900
Final design $250,500
Construction $420,000
Total Costs $734,400
Less: CDAF grant funds $440,000
Required Balance $294,400
Additional grant funding has been requested from CDAF, and staff will continue
to pursue an increase in the grant award to the City over the next few months.
Appropriation of additional funds necessary to complete the construction of the
project will be included in the Proposed FY 04-05 Water Fund Capital
Improvement Program. Funds for operation and maintenance costs will be
included in the Proposed FY 04-05 Water Fund Operating Budget.
It should also be noted that the review committee established to evaluate the
preliminary design reports prepared by the City?s consultant included two
members from the Santa Monica Task Force on the Environment, Susan Mearns
and Mark Gold. These Task Force members participated on a voluntary basis
and made a valuable contribution to the review process.
Final design is scheduled to be completed in May 2004. A construction contract
will be presented to Council for award to commence construction in July 2004.
The project is anticipated to be completed prior to the end of the calendar year.
