SR-701-011 (3) PD:JTB:DQ:f:\police\share\staffrpt\csbcc.doc City Council Meeting: November 11, 2003 Santa Monica, California TO: Mayor and City Council FROM: City Staff SUBJECT: Acceptance of $20,456 grant award from the California Office of Traffic Safety in Support of the national Sobriety Checkpoint Program For Local Law Enforcement Agencies. INTRODUCTION This report recommends the City Council accept a $20,456 mini-grant award from the California Office of Traffic Safety (OTS), authorize the City Manager to execute the related agreement with OTS, and appropriate the grant funds. The OTS grant will allow the Santa Monica Police Department to conduct additional sobriety checkpoints, in Santa Monica, during the December 19, 2003 ? January 4, 2004 and June 25, 2004 ? July 10, 2004 holiday periods. BACKGROUND The goal of the national Sobriety Checkpoint Program for Local Law Enforcement Agencies is to reduce the number of victims killed and injured in alcohol involved crashes. Law enforcement agencies participating in the program will conduct sobriety checkpoints during a seventeen day period that covers December 19, 2003 ? January 4, 2004 and during a sixteen day period that covers June 25, 2004 ? July 10, 2004. The theme for the national campaign is ?You Drink & Drive, You Lose?. 1 DISCUSSION OTS obtained the $20,456 of grant funding from the National Highway Traffic Safety Administration (NHTSA) and is passing through the federal funds to the City of Santa Monica. No City matching funds are required to obtain this funding. OTS will disburse grant funds for eligible expense subsequent to receipt of a reimbursement request from the City. It is projected that, with the grant funding, Santa Monica Police Department will be able to conduct four additional sobriety checkpoint operations during the two previously mentioned holiday periods. BUDGET/FINANCIALIMPACT The following FY 2003-2004 budget changes will be needed to record receipt of the OTS grant funding and to make it available for program use: 1. Establish a budget of $20,456 in revenue account number 01304.403320. 2. Appropriate the $20,456 of grant funds to Police Department operating budget account number 01306.511490. RECOMENDATION It is recommended that the City Council: Accept the California Office of Traffic Safety mini-grant in the amount of $20,456 1. and authorize the City Manager to execute a grant agreement with OTS for the purpose of receiving grant funds and supporting the national Sobriety Checkpoint Program in Santa Monica; and 2 2.
